  • Olexandr Starodubtsev: We simplify the overcomplicated bureaucratic process of competitions for senior positions

    Among the most urgent tasks of the National Agency of Ukraine on Civil Service (NACS), the newly appointed Chairman Oleksandr Starodubtsev calls successful holding of competitions for senior positions. He told media people during a briefing.

    “There are two essential objectives here. The first is an overcomplicated bureaucratic procedure that we are already simplifying. I myself "was lucky" to pass it, and could succeed only because I have already had experience in the civil service. For professionals from business, this is a rather difficult test. And the second is attracting candidates for competitions. In some positions, we are critically lacking experienced professionals. They have to be sought, they have to be persuaded, they have to be trained for the civil service,” said Olexandr Starodubtsev.

    He considers the restart of the civil service in Ukraine to be a more global task.

    “It is necessary to start with NACS, the agency should become a pilot project, an example that can be transferred to other state structures,” he explains. “It is not just about structural changes. We are talking about deep transformation, values and principles of work of a civil servant. But I have a successful experience of such transformation in the Department of Public Procurement Regulation and SE "Prozorro". It is a prime example of how the state structure should work today.”

    NADS Chairman urged business representatives, civil servants to become more involved in competitions.

    “For professional and ambitious people now is a great time to show themselves. For our part, we have already significantly simplified the procedure. We will also help candidates prepare for the competition. Join in,” he added.

    Olexandr Starodubtsev calls the building of the HR function in the public sphere as the main challenge of NACS.

    It should be noted that since the launch of competitions, the Government has announced 28 vacancies for posts of category "A", and the Commission on Senior Civil Service has recommended to the Cabinet of Ministers 36 candidates for different positions.

    As was reported earlier, on November 11 the Minister of the Cabinet of Ministers of Ukraine Dmytro Dubilet presented the new Head of NACS Olexandr Starodubtsev. Dmytro Dubilet focused on the main tasks of the NACS. According to him, the priority is to bring the standards by which civil servants work closer to the standards in the commercial sector.
