Legalisation of cryptocurrency, satellite connectivity and digital wallets: Government approves Ministry of Digital Transformation’s plans for 2025–2026
The Government has approved a detailed plan for Ukraine’s digital transformation over the next 18 months. The document outlines integration with the European digital market, the launch of nationwide satellite connectivity, and the legalisation of cryptocurrencies.
European Digital Wallet on Smartphones
By the end of 2025, the Diia app will introduce the EUDI Wallet – a European digital wallet enabling Ukrainians and businesses to use electronic identification compliant with EU standards within Ukraine.
This marks the first step towards integration with Europe’s single digital market. By the end of 2026, it is expected that half of all citizens and businesses will adopt this service, effectively making Ukrainian digital documents a fully integrated part of the European ecosystem.
Nationwide Satellite Connectivity
By the end of 2025, satellite mobile communication services will be launched across Ukraine, ensuring reliable mobile connectivity during emergencies, including in frontline areas.
In parallel, a 5G pilot will begin in Lviv and Borodianka, with plans to expand to at least three additional cities by 2026, laying the foundation for next-generation high-speed connectivity.
Streamlining Public Service Processes
Background checks for public service candidates will be automated, accelerating the process tenfold. By 2026, 90% of such checks will be conducted automatically in digital format.
Digital public servant IDs will be introduced, and most certificates from HR and financial departments will be generated automatically, significantly reducing bureaucracy and corruption risks.
Digital Notary and “White” Excisable Goods
By 2026, 80% of notaries will operate within the digital e-Notary system, a project previously presented by First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov. Additionally, an electronic tracking system for alcoholic beverages, tobacco products, and e-cigarette liquids will be launched, enabling 80% of economic operators to join and helping combat counterfeit goods.
50 New Services and Mriia for a Million Students
By the end of 2025, at least 10 new services will be added to Diia, covering social protection, healthcare, taxation, veteran support, business, and driver services. By 2026, a total of 50 new electronic services will be available, including licensing for gambling activities via Diia.
The Mriia educational ecosystem will cover 2,000 educational institutions, engaging over 1.1 million participants – teachers, students, and parents – by November 2025.
Veteran Policy
In collaboration with the Ministry for Veterans Affairs, a comprehensive support system for Ukraine’s Defenders is being developed. The key innovation is digital services through the Diia app, allowing military personnel and veterans to access most services via their smartphones, eliminating the need to queue at offices. The goal is to ensure that those who have defended the country are free from bureaucratic hurdles.
Anti-Corruption Measures
To combat corruption, plans include implementing the e-Court system to track court cases online and the e-Excise system to monitor alcohol and tobacco without concealing real turnover data. Gambling licensing will transition to a digital format, and Administrative Service Centres will be optimised to make services accessible to all Ukrainians. Reducing paperwork and human involvement will minimise opportunities for bribery.
Cryptocurrency and Venture Funds
One of the most significant aspects of the plan is the legalisation of virtual assets. The Government will support the relevant bill in the Verkhovna Rada.
It is anticipated that by 2026–2027, Ukrainians will be able to legally buy and sell cryptocurrencies through Ukrainian companies, declare income, and pay taxes. A separate bill will also support venture financing for the digital economy.
The plan has been approved within the framework of the Government Action Plan and is based on four pillars of a capable state: security, economy, human dignity, and national reconstruction.
