Preparing a comprehensive support programme for frontline regions: Oleksii Kuleba

During a working visit to Kharkiv region, Ukrainian President Volodymyr Zelenskyy met with representatives of businesses, volunteer and veteran communities, schools, and universities in Kharkiv. The meeting was attended by Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba.

A key topic of discussion was the creation of a tailored programme for frontline regions, designed to be effective for individuals and communities while including measures to reduce the tax burden on businesses.

The Government is currently developing a dedicated programme of comprehensive support for frontline regions. This programme includes clear tools to assist individuals, communities, and businesses that continue to operate under challenging security conditions.

Specifically, the programme is working on:

• Mechanisms to increase salaries for educators, healthcare workers, and public sector employees in frontline regions;
• Housing solutions for families living and working in these regions: the state plans to cover the initial deposit for mortgages;
• Tax incentives and staffing benefits for businesses: reducing the tax burden and increasing the proportion of workers who can be reserved at enterprises operating in frontline and border communities.

“The programme will cover all levels – from supporting individual families to attracting investors and providing guarantees for employers. It’s about maintaining a sustainable presence in frontline territories where the situation remains difficult, protecting the economy, and preserving communities,” Oleksii Kuleba emphasised.

The Ministry for Communities and Territories Development continues its systematic work on support tools for frontline regions, in collaboration with relevant ministries, local authorities, and international partners.
