Ukrainian Defense Minister Denys Shmyhal spoke at the Digital Defense Forum, where he presented solutions that are changing the course of the war and helping to make the Ukrainian army stronger and success-oriented.

"The Ministry of Defense is pursuing three key priorities in its work. These are people, weapons, and consistency. In each of those, the digital component is crucial for achieving the goals set. At the same time, we are building a military IT vertical. This includes over 7,000 digital officers who will assist with digitalization in each unit," he said.

According to First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov, digitalization is a tool that helps the Armed Forces achieve their goals more effectively on the battlefield.

"There are key trends that give us an advantage over the enemy in the technological war: decision-making based on quality data, effective feedback, and network-centricity. Therefore, together with the Ministry of Defense team, we are working on eight priority areas of defense digitalization that help our army to be flexible, effective, and eliminate bureaucracy on a daily basis," he told.

The first priority for the Ministry of Defense is people, added Denys Shmyhal. Thus, digital services are being introduced for conscripts and defenders:

  • Reserve+ offers services ranging from electronic appointments to medical examinations to online deferrals.
  • Army+ ecosystem has already processed over 55,000 transfers between units, and 1.2 million electronic reports have been submitted through it.

The second priority is weapons.

According to the Minister of Defense, 144,000 pieces of equipment have already been delivered to the army through DOT-Chain Defense. The marketplace is now available to 184 brigades of the Armed Forces of Ukraine and two corps of the National Guard.

The third priority is the system.

"One of the most important decisions is the DELTA combat system. Thanks to AI technologies, our soldiers hit more than 2,000 enemy targets every day," emphasized Denys Shmyhal.

In addition, the Impulse system has been created, which will operate in every military unit of the Armed Forces of Ukraine and, in the future, will be integrated with Army+ and other systems.

Logistics is also being digitized thanks to the SAP system. In addition, a medical information system has been launched to provide assistance and medical care to military personnel.

The Minister of Defence thanked the developers of digital defense solutions for the Armed Forces, as well as those who are putting these solutions into practice.
