Volodymyr Groysman considers package of bills to reform areas of local self-government and housing and utilities to be endorsed immediately

The package of legislative changes necessary to implement the local self-government reform and to introduce new approaches to the maintenance of the sphere of housing and utilities must be approved by the Parliament without delay. This was stressed by Vice Prime Minister of Ukraine, Minister of Regional Development, Construction, Housing and Utilities Volodymyr Groysman at a briefing in Zhytomyr. According to him, a package of 7 bills is ready to be voted in the Verkhovna Rada.

"It concerns the law “On the voluntary association of territorial communities", called to encourage forming of capable local communities; the law "On principles of state regional policy" to allow us to build an effective regional policy; the law on reforming of State Architecture and Building Inspection, which stipulates decentralization of the authority to issue permits in the construction area; also changes in the Tax and Budget Codes called to decentralize financial resource and to transfer the funds to local budgets," said the Vice Prime Minister.

Also Volodymyr Groysman told about bills on upgrading the housing and utilities domain "On the specifics of the property right in an apartment building" and "On housing and communal services".

Volodymyr Groysman stressed that approval of the mentioned laws by the incumbent Parliament would afford to launch the process of reform already this year.
