Government's Commissioner for European Integration: Law on reforming GTS fully complies with obligations of Ukraine under WTO
The law on upgrading the Ukrainian gas
transportation system was designed in full compliance with the General
agreement on trade in services and by no means violates the commitments of
Ukraine in the framework of the World Trade Organization. The Government’s
Commissioner for European integration Valerii Pyatnytsky declared.
Certain
Russian media reported about an alleged violation by Ukraine its commitments
under the WTO related to the pipeline transportation in connection with the
adoption by the Verkhovna Rada of Ukraine the previous week of the Law "On
amending certain laws of Ukraine on reforming the management system of the Unified
gas transportation system of Ukraine".
In this regard, the
Government's Commissioner for European integration declares that this law was designed in full compliance with the
General Agreement on Trade in Services (GATS): "As before, the Ukrainian gas transportation system
remains under the jurisdiction of the state of Ukraine. At this the law determines conditions regarding GTS
operator in a
transparent, non-discriminatory way and by
no means stipulates restriction
of access to transportation
services for the WTO
members".
"Therefore,
the statements of certain representatives of the Russian authorities and
experts with regard to the so-called "violations" are groundless,"
said Valeriy Pyatnitsky.
