Last week, entrepreneurs took out 668 new loans worth UAH 2.136 billion under the Affordable Loans at 5-7-9% program, part of the Made in Ukraine policy for supporting domestic producers.

The largest weekly increase in loan amounts came from businesses in high war-risk zones: an additional UAH 850 million. This accounts for 39.8% of all new loan funds issued under the program during the period.

Since the beginning of 2026, businesses have obtained 30,400 loans worth UAH 131 billion under the program. The largest lending volumes were as follows:

• businesses in high war-risk zones: UAH 45.05 billion;

• processing enterprises: UAH 31.3 billion;

• investment projects: UAH 21.77 billion.

In 2026, businesses also took out 1,149 energy loans at 0% worth UAH 1.63 billion. These loans of up to UAH 10 million for a term of up to 3 years were introduced by the Government at the beginning of the year for the purchase of cogeneration units, generators and other energy equipment. The Government has also raised the maximum size of an investment loan for energy needs to UAH 250 million, to build new generation capacity before winter.

In addition, a separate program for restoring destroyed or damaged property has been operating under the 5-7-9% program since July 1. The interest rate on such loans is 0.1% for the first two years, with a maximum amount of up to UAH 150 million. After that, the rate will be 5%, 7% or 9%, depending on the business segment and the creation of new jobs.

Since the program launched in February 2020, businesses have obtained 165,400 loans worth UAH 593.1 billion. Of these, 130,600 loans worth UAH 503.5 billion were issued during martial law.

The largest lending volumes were obtained by enterprises in agriculture, wholesale and retail trade, and manufacturing.

48 authorized banks participate in the program.

Background

The Affordable Loans at 5-7-9% program is part of the Made in Ukraine policy for developing Ukrainian producers. It aims to stimulate micro, small and medium-sized businesses by reducing the cost of credit through state compensation or state guarantees.

Since 2024, the program has focused on supporting loans for investment projects that create jobs, help modernize businesses and contribute to economic recovery. Entrepreneurs can raise funds for developing production, energy efficiency, infrastructure or rebuilding facilities destroyed by the war.
