Starting today, businesses and government agencies can submit claims to the international Register of Damages
Ukrainian Prime Minister Yulia Svyrydenko announced the expansion of the International Register of Damages Caused by the Russian Federation’s Aggression Against Ukraine (RD4U). Starting today, businesses and government agencies can submit claims under new categories.
The Registry, established under the auspices of the Council of Europe, has been expanded to include five new categories:
• For the state—damage to or destruction of critical and non-critical infrastructure.
• For businesses, regardless of ownership—damage to or destruction of infrastructure, as well as the destruction or loss of assets.
“This makes it possible to record not only the fact of damage or destruction, but also recovery costs, loss of assets and profits, and even the complete loss of a business. It allows such losses to be documented systematically and helps build a comprehensive international evidence base for future compensation decisions,” said Yulia Svyrydenko.
Claims can be submitted through the Diia portal. For legal entities, the “Digital Powers of Attorney” tool has been introduced, allowing managers to submit applications independently or through authorized representatives.
In total, the Register of Damages already includes 43 categories of applications for individuals, the state, and businesses, 21 of which are already open for submission.
Meanwhile, work is underway to establish a compensation commission by December 2025. “Thirty-five countries and the European Union have signed the Convention. The process required to launch its operations is currently underway,” the Head of Government noted.
