eOselia: Ukrainians receive UAH 50 billion in affordable mortgages
In almost four years of the eOselia affordable mortgage programme, more than 28,000 Ukrainian families have been able to buy their own homes. The total value of the loans has reached UAH 50 billion. The programme has operated since October 2022 and forms part of the Made in Ukraine policy to support domestic producers.
“eOselia is now one of the Government’s most successful programmes, enabling Ukrainians to buy their own homes with mortgages on favourable terms. These terms are available to military personnel, members of the security sector, teachers, doctors, researchers, veterans and their families, and internally displaced people. Thanks to the programme, 18,000 children are already growing up in homes their families own. At the same time, eOselia supports the construction industry: its terms are designed primarily to encourage the purchase of newly built homes, thereby generating additional demand for new construction,” said Minister of Economy and Environment of Ukraine Oleksandr Kravchenko.
Military personnel and members of the security sector have made the greatest use of the affordable mortgages, taking out 13,077 loans. Veterans have received 685 loans, while 2,377 internally displaced people have bought homes through the programme. Public-sector professionals have also benefited from the preferential loans, including 1,890 healthcare workers, 1,888 teachers and 518 researchers. Young people aged 26–35 are the largest group of borrowers, accounting for 43.7%, or 12,343 families.
Almost half of the properties were bought on the primary market – 46% – including 32% purchased directly from developers. The average property size was 56.3 square metres, equivalent to 28.77 square metres per family member.
Kyiv region is the programme’s most popular location, chosen by 28.9% of borrowers. Other popular locations are the city of Kyiv, at 21.6%; Lviv region, 6.5%; Ivano-Frankivsk region, 4.8%; and Odesa region, 4.3%.
People in frontline regions are also taking part in eOselia. The programme provides state compensation covering 70% of the mortgage deposit, 70% of monthly payments during the first year of the loan and up to UAH 40,000 in associated mortgage costs. To date, 3,605 Ukrainian families have used these preferential terms to buy homes worth a total of UAH 12.528 billion in Dnipropetrovsk, Zaporizhzhia, Mykolaiv, Odesa, Sumy, Kharkiv, Kherson and Chernihiv regions.
Since the beginning of 2026, 5,541 Ukrainian families across the country have used eOselia to obtain preferential mortgages worth almost UAH 11 billion.
Background
eOselia is part of the Made in Ukraine policy, which aims both to stimulate demand for Ukrainian products and to create favourable conditions for the development of domestic production. It is implemented by the Ministry of Economy and Environment, together with the Ministry of Digital Transformation and the Ukrainian Financial Housing Company, Ukrfinzhytlo.
The programme’s partner banks are Oschadbank, PrivatBank, Ukrgasbank, Globus Bank, Sky Bank, Sense Bank, Bank Credit Dnipro, TASCOMBANK, BISBANK and Radabank.
