UAH 21 million to the Fund for Liquidation of the Consequences of Armed Aggression: the result of the sale of sanctioned enterprise Kirovohrad Ore Administration on Prozorro.Sales
UAH 21 million is the result of the sale of the sanctioned mining enterprise Kirovohrad Ore Administration in the Prozorro.Sales public electronic trading system. The auction organizer is the State Property Fund of Ukraine.
A 52.7596% stake in the enterprise was put up for sale, with a starting price of UAH 18 million. Two participants competed for the lot, and the final price was UAH 21 million. The enterprise is located in the village of Kateryniвka in Kirovohrad region and engages in the extraction of sand, gravel and clay, including refractory kaolin clay. Its assets include administrative and production buildings, a club, a shop and a supermarket with a total area of 7,200 square metres.
The enterprise was controlled by a Russian businessman, who is a co-owner of the Titan-2 holding, which builds nuclear energy facilities and is a partner of the Russian state corporation Rosatom. On 17 November 2025, at the request of the Ministry of Justice, the High Anti-Corruption Court of Ukraine recovered the asset to the state. The court established that four companies of the holding paid more than 1.4 billion rubles in taxes to the Russian budget in 2024 and recognized this as financing of the aggressor state.
Proceeds from the sale of the shares will go to the Fund for Liquidation of the Consequences of Armed Aggression. The purchase and sale agreement is signed only after the winner has paid the price of the lot. The winner has 25 business days after the auction to do so.
After the transfer of ownership, the buyer may not dismiss employees for six months. The buyer must also repay overdue debts to creditors outstanding on the date of the transfer of ownership. As of 30 June, these amounted to UAH 11.1 million and USD 105,000. In addition, the new owner must retain the main type of activity, comply with environmental requirements and maintain a civil protection shelter.
