  • Valeriya Ionan: Innovative medical technologies for treatment and rehabilitation will make medical care more accessible and effective

    The MedTech Sectoral Strategy is an analysis of the industry and a vision of the potential development of the sector, which will help integrate advanced technologies into medicine. The strategy will help scale up the production of bionic prostheses, develop technologies for skin regeneration, treatment of burns and wounds, implement digital solutions for mental health, and use AI for diagnosis and treatment.

    This need is driven by critical challenges in the healthcare sector: the loss of medical infrastructure, the growing number of limb injuries, the spread of chronic diseases, and increased attention to mental health. That is why the strategy’s primary objective is to promote the production of modern prosthetics, rehabilitation equipment and digital platforms.

    “Medical technology is not only about developing innovations, but also about preserving and improving the quality of people’s lives. Ukraine has significant scientific and technological potential in MedTech due to the synergy of the IT sector, bioengineering and digital solutions. The introduction of artificial intelligence, 3D printing, VR/AR, and biotechnology into treatment and rehabilitation will enable the creation of modern solutions for prosthetics, tissue regeneration, and mental health. In particular, bionic prostheses equipped with sensors and control algorithms are already changing people’s lives by restoring functionality and mobility. The MedTech Sectoral Strategy will facilitate the integration of Ukrainian developments into the global market and scale up innovations that will make healthcare more accessible and efficient,” said Valeriya Ionan, Deputy Minister of Digital Transformation for European Integration.

    Ukrainian companies already have successful experience in using 3D printing technologies to manufacture prosthetics for the military. Further development of such technologies and integration of the latest materials will improve the quality and functionality of prostheses. At the same time, the high demand for modern methods of skin repair among the military, veterans and civilians is driving the development of bioengineering and regenerative technologies, which also provides opportunities for local production.

    In addition, Ukraine has unique experience in treating post-traumatic stress disorder (PTSD) and combat injuries among military personnel and civilians. The development of digital platforms, VR/AR therapy, and AI solutions and technologies for health monitoring will help improve the efficiency of services and scale Ukrainian developments to international markets.

    To realise these opportunities, it is important to launch a number of innovative projects that will help test new technologies in practice and integrate them.

    Potential pilot projects include:

    • MedTech Centre of Excellence (CoE): Establishment of a centre for the development and scaling of innovative solutions in the field of medical technology.
    • Promoting local production of prostheses: production of bionic and mechanical prostheses.
    • MedTech for skin regeneration: innovative solutions for the treatment of burns and skin injuries that will reduce rehabilitation time.

    To implement the sectoral strategy, it is necessary to create an appropriate ecosystem to support technological innovations in the medical sector, which includes:

    • Creation of a regulatory sandbox for testing innovative MedTech solutions in real-world conditions, which will accelerate their scaling.
    • Financial support for start-ups through grant and acceleration programmes, especially in the areas of prosthetics, tissue regeneration and mental health.
    • Promotion of the development of digital platforms for diagnostics and monitoring, and their integration into government rehabilitation programmes.
    • Implementation of AI solutions for disease diagnosis and management of healthcare facilities, use of VR/AR for rehabilitation.

    The MedTech strategy is an important component of WINWIN aimed at developing medical technologies and strengthening Ukraine’s position in the global MedTech industry.

    The MedTech Sectoral Development Strategy was developed by an expert group at the Ministry of Digital Transformation in cooperation with the Ministry of Health, Abt Global and KPMG as part of the Good Governance Fund’s Innovation Ecosystem project, funded by UK International Development.

    The Digital Innovation Development Strategy until 2030 was created at the initiative of the Ministry of Digital Transformation in cooperation with the Ministry of Education and Science and the Better Regulation Delivery Office (BRDO), with the support of the USAID Cybersecurity for Critical Infrastructure in Ukraine Activity.
