Ukraine establishes Scientific and Expert Council on Climate Change and Ozone Layer Protection

The Cabinet of Ministers of Ukraine has adopted a resolution establishing the Scientific and Expert Council on Climate Change and Ozone Layer Protection and has approved the regulations governing its activities. The decision was taken on 14 January 2026.

The Government has also approved the personal composition of the new body, which includes 29 scientists.

The Scientific and Expert Council is a permanent independent advisory body created for the following purposes:

  • providing scientific support for the development of national climate policy;
  • assessing the compliance of state policies and measures with the goals and principles of national climate policy;
  • preparing recommendations on necessary actions based on the results of such assessments and submitting them to the Government;
  • overall scientific coordination and forecasting in the field of climate change.

“Despite the challenges of war, Ukraine continues to consistently lay the foundations for the country’s green recovery. Effective climate governance requires systematic work to build institutional capacity, transparency and international cooperation. The establishment of the Scientific and Expert Council on Climate Change and Ozone Layer Protection is part of the implementation of international approaches to the formation and delivery of climate policy,” said Pavlo Kartashov, Deputy Minister of Economy, Environment and Agriculture.
