Government approves Action Plan and submits document to Verkhovna Rada
The Cabinet of Ministers of Ukraine has approved the 2025 Action Plan and is submitting the document to the Verkhovna Rada for consideration. This follows extensive discussions involving experts, civil society organisations, businesses, and citizens.
The draft Plan was presented on 18 August, with Prime Minister Yulia Svyrydenko, Speaker of the Verkhovna Rada Ruslan Stefanchuk, Members of Parliament, international partners, and representatives of think tanks in attendance. At that time, the Government opened a call for proposals to refine the document.
In total, the Government received 683 proposals from civil society organisations, business associations, experts, and engaged citizens. The majority were addressed to the Ministry of Economy, Environment and Agriculture (184), the Ministry for Communities and Territories Development (80), the Ministry of Education and Science (66), and the Ministry of Finance (63). A significant portion of these proposals have been incorporated or are already being implemented within existing programmes and strategies. Additionally, suggestions related to tactical steps for implementing the Plan will be considered by relevant Ministries during its rollout.
“We have adhered to a maximally transparent approach in developing the Action Plan. Public consultations will continue to allow for collaborative improvements to the plans. Relevant Ministries will work closely with civil society organisations and other stakeholders during the Plan’s operational implementation,” said Prime Minister Yulia Svyrydenko.
The Action Plan is built on four key pillars that define the direction of reforms:
- Security – developing domestic defence production, expanding international defence partnerships, launching Defence City, and introducing new contract terms for military personnel.
- Economy – attracting investments, privatisation, promoting “Made in Ukraine” production, and creating joint investment funds with the EU and partners.
- Dignity – new support programmes for veterans, young families, internally displaced persons, frontline regions, and vulnerable groups, alongside modernising the social assistance system.
- Reconstruction – building housing, modernising the energy system, and restoring hospitals, schools, shelters, and cultural heritage sites.
These directions are detailed in 12 government priorities, which include step-by-step implementation plans and clear performance indicators.
The final version of the Action Plan includes 129 operational goals for 2025. Defining these goals and achievement criteria allows for clear tracking of progress in each area and the allocation of resources according to priorities.
“The Action Plan is already in motion. It helps focus efforts where they are most needed and ensures oversight of implementation. It is a practical tool that makes government decisions transparent and understandable,” noted Prime Minister Yulia Svyrydenko.
