Government endorses State Targeted Social Programme "Youth of Ukraine: Generation of Resilience - 2030"

The Cabinet of Ministers of Ukraine has approved the State Targeted Social Programme ‘Youth of Ukraine: Generation of Resilience 2030’, which defines the key areas of public youth policy for 2026-2030.

The Programme aims to support young people as a strategic component of Ukraine's human capital. It fosters a sense of belonging to Ukrainian society, the development of resilience and opportunities for self-realisation.

The key priorities of the Programme are as follows:

  • Expanding youth participation in public life and strengthening social cohesion
  • Developing resilience, a safe environment and the psycho-emotional well-being of young people
  • Promoting self-fulfilment and economic empowerment of young people
  • Supporting youth projects and implementing specific youth policy tasks to achieve the Programme's priorities
  • Increasing institutional capacity and developing evidence-based youth policy
  • Developing international youth cooperation and integrating Ukrainian youth into the global and European youth community
  • Developing the digitalisation of youth work and strengthening information and awareness-raising activities.

The Programme is to be implemented through national and local measures. These are aimed at encouraging young people to get involved in community life, creating a safe environment and supporting their mental wellbeing.

The Programme also promotes informal education, entrepreneurship and innovation. It funds youth initiatives and projects and strengthens the capacity of youth work organisations.

The Programme will be funded by the state and local budgets, as well as international partners.

The document aims to preserve and develop Ukraine's human capital and shape a generation of young people capable of responding to modern challenges and actively participating in the country's recovery.

The programme was developed by the Ministry of Youth and Sports of Ukraine in partnership with UNDP Ukraine, ISAR Ednannia and UNICEF Ukraine, with financial support from the governments of Denmark and Germany through the German KfW Development Bank.
