Government approves unified procedure for preparing National Energy and Climate Plan
The Cabinet of Ministers of Ukraine has adopted a decision approving a unified procedure for preparing the National Energy and Climate Plan (NECP).
According to the approved procedure, the National Energy and Climate Plan shall be reviewed and updated every five years. The draft NECP is subject to approval by the Energy Community Secretariat, which may provide its recommendations. After receiving them, Ukraine has two months to finalise the document or prepare a reasoned position on their consideration. The procedure also provides for mandatory consultations with the public and interested parties, which are held at the stage of preparing the NECP.
"The approval of the procedure for preparing the NECP is an important step towards comprehensive and consistent work on energy and climate policy in line with European requirements. We have created a clear and effective mechanism for interdepartmental coordination, consultation with stakeholders and interaction with international partners," said Vitalii Kindrativ, Deputy Minister of Economy, Environment and Agriculture of Ukraine.
As a reminder, in March 2025, Ukraine submitted a report to the Energy Community in accordance with European requirements, and in April presented it at a meeting of the High Level Advisory Group (HLAG).
Background information
The National Energy and Climate Plan (NECP) is a document that defines the national approach to energy and climate in accordance with the requirements of Regulation (EU) 2018/1999. Ukraine approved the NECP in June 2024. In 2025, the state prepared and submitted its first integrated report on its implementation, which became the basis for the transition to systematic interdepartmental work on the implementation and updating of the National Plan.
