Support for the defense industry: Government introduces a simplified procedure within Defense City

The Government has adopted a resolution implementing the Law of Ukraine on Support for Defense Industry Enterprises, which introduces a simplified procedure for reviewing documents in the field of state export control within the framework of Ukraine's international agreements. The decision is part of the implementation of the Defense City legal regime.

The new procedure shall apply to enterprises that have the Defense City resident status and are involved in the implementation of international defense treaties. This is not a relaxation of the rules for everyone, but a separate instrument of support for the defense industry, defined by law.

The new procedure provides for the possibility of preliminary assessment of draft international treaties at the stage of their preparation. This allows the state to verify in advance the compliance of such treaties with the requirements of national security and Ukraine's international obligations, as well as to reduce the risks of changes being made after their approval.

Once the international agreement enters into force, documents for obtaining permits or conclusions in the field of export control for projects implemented within Defense City will be considered under a simplified procedure and within 15 days. This is not a general simplification of the rules, but a targeted tool for the implementation of international defense projects within the legal regime defined by law.

“This decision is part of the state's systemic policy on the development of the defense industry. We are creating predictable and understandable conditions for the implementation of international projects within Defense City, while maintaining full control over national security issues,” said Vitalii Kindrativ, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.

The adoption of the resolution is expected to attract investment in the defense industry, increase production, and strengthen Ukraine's export potential without additional expenditure from the state budget.
