Government approves national targeted economic programme for building thermal modernisation until 2030

Today, the Cabinet of Ministers of Ukraine approved the National Targeted Economic Programme for Supporting Building Thermal Modernisation until 2030. The document was developed by the Ministry for Communities and Territories Development of Ukraine.

The programme aims to reduce energy consumption in the housing sector by at least 30% through thermal modernisation of buildings. This will contribute to lowering greenhouse gas emissions, reducing household utility costs, and enhancing Ukraine’s energy independence.

According to various estimates, over 80% of residential buildings lack proper insulation, with average energy consumption levels two to three times higher than in EU countries. The programme outlines phased support for thermal modernisation measures, ranging from installing individual heating units to comprehensive building insulation.

The key objectives of the programme include:

  • Improving the energy efficiency of buildings, particularly in the multi-apartment sector;
  • Developing financial support mechanisms for homeowners, housing cooperatives, and communities;
  • Promoting the production of materials and technologies for insulation;
  • Creating conditions to attract investments and credit resources, including from international partners;
  • Establishing conditions for professional training in the field of energy efficiency.

“Thermal modernisation is not just about saving resources; it’s about investing in the future of our communities and the country’s energy resilience. The approved national programme will serve as a roadmap to scale up building modernisation across the country and ensure comfortable living conditions for Ukrainians,” said Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development, Oleksii Kuleba.

The programme also ensures Ukraine’s compliance with its commitments to the European Union. Specifically, Ukraine must achieve an annual reduction in energy consumption in residential and public buildings, equivalent to an annual energy efficiency improvement of at least 1% of the total floor area of such buildings.
