Government allocates UAH 3 billion for the development of distributed heat generation in the regions


The Cabinet of Ministers of Ukraine has adopted a decision to allocate UAH 3 billion from the state budget reserve fund for the implementation of comprehensive resilience plans for regions and individual cities. The funds will be directed towards the development of distributed heat generation, including the procurement of modular boiler houses, their components and equipment, as well as installation and construction works.

The financing is intended to help communities prepare for the next heating season and ensure proper living conditions for the population. The decision will enable regional state administrations and the Kyiv City State Administration to implement priority measures under the comprehensive resilience plans more quickly.

In total, UAH 2.034 billion will be allocated to regional state administrations. A further UAH 965.9 million will be provided to the State Agency for Restoration and Infrastructure Development for the Kyiv City State Administration. The Agency will act as the principal administrator of the funds for Kyiv, taking into account the city’s special status.

“Preparation for the heating season requires solutions that can be implemented quickly at the local level. Distributed heat generation provides communities with additional resilience, reduces dependence on large centralised facilities and helps ensure that people continue to receive heating even amid wartime risks. The allocated funds will enable regions to procure and install the necessary equipment for the next heating season,” said Deputy Minister of Economy, Environment and Agriculture Vitaliy Kindrativ.

The funds are being provided on a non-repayable basis from the state budget reserve fund. They will be used in accordance with lists of urgent priority works identified within the framework of implementing comprehensive resilience plans for regions and individual cities.

The decision will contribute to the development of distributed generation, strengthen the energy resilience of communities and help prepare critical infrastructure for operation during the autumn and winter period.
