Government approves procedure for establishing the National Reserve of Autonomous Power Generation
The eighth meeting of the Coordination Centre for the Implementation of Comprehensive Resilience Plans for Regions and Individual Cities was held, chaired by Prime Minister of Ukraine Yulia Svyrydenko. The Government continues its systematic work on implementing regional resilience plans.
“We heard reports from Zhytomyr, Vinnytsia and Khmelnytskyi regions on preparations for the next heating season. Particular emphasis was placed on the fact that the timely completion of works is critically important for ensuring a stable winter period,” the Prime Minister noted.
According to Yulia Svyrydenko, the Government has also adopted additional decisions to ensure the implementation of the plans.
1. Establishing the National Reserve of Autonomous Power Generation
The Government has approved the procedure for the establishment and use of the National Reserve of Autonomous Power Generation in the event of blackouts and further attacks on the energy sector. This concerns a decentralised reserve of mobile power plants, cogeneration units, boiler houses, transformers and other equipment intended to ensure the prompt provision of electricity, heating and water supply for critical infrastructure facilities.
The reserve will be formed using state and local budget funds, as well as international and donor support.
2. Simplifying procedures for the construction, restoration and modernisation of protection systems for energy and gas infrastructure facilities
Works related to the construction, restoration and modernisation of protection systems for gas infrastructure facilities will be implemented under a “design and build” approach. Construction may proceed simultaneously with the development of project documentation, without the prior receipt of urban planning documentation and permits. These documents may be finalised after the completion of works, although this remains a mandatory requirement.
This simplified mechanism has already been in place since the end of 2023 for the construction and installation of cogeneration units, generators, boiler houses, energy storage systems, gas storage facilities, extraction infrastructure, gas transmission systems and electricity grids.
“Systematic preparation for the next heating season remains one of the Government’s key priorities. Our task is to ensure stable electricity, heating, water supply and the uninterrupted operation of critical infrastructure across all regions of the country,” the Prime Minister stressed.
