Government adopts package of measures for comprehensive veterans’ policy
At today’s Cabinet meeting, the Government adopted a series of important decisions aimed at building a modern and effective system of veterans’ policy.
“The Cabinet of Ministers has begun work on a new comprehensive document – the Veterans’ Codex – which will consolidate all provisions concerning the status, rights and support of veterans,” the Prime Minister announced.
1. The document covers not only veterans of the russian-Ukrainian war and their families, but also:
- veterans of 20th-century wars and their family members;
- families of fallen Defenders of Ukraine;
- foreign nationals and stateless persons who have taken up arms to defend Ukraine;
- victims of the Revolution of Dignity and families of the Heavenly Hundred Heroes;
- employees of enterprises and organisations who participated in defence measures.
The document will guarantee:
- comprehensive support for veterans and their families;
- dignified reintegration into civilian life through education, employment and rehabilitation;
- proper commemoration of fallen Heroes.
The Veterans’ Codex will require amendments to more than twenty existing legal acts and will be submitted to Parliament for consideration.
2. Experimental project for the correction of scar tissue
The Government has approved the launch of an experimental project to provide services for the correction of post-injury and burn scar tissue for serving military personnel and veterans.
The aim is to ensure access to essential medical support and to promote better social adaptation for defenders.
The programme will start at the beginning of January and run until 31 December 2026. The Ministry of Veterans Affairs will determine the implementation mechanism.
3. Creation of state veterans’ spaces
The first locations are planned to open early next year in Kryvyi Rih, Lutsk and Ivano-Frankivsk.
In total, 153 such spaces are to be established. These will be one-stop centres where veterans, their families and families of the fallen can access key state services.
4. Allocation of UAH 1.7 billion for housing compensation
The Government has directed UAH 1.7 billion to provide housing for 715 veterans’ families.
In 2025 alone, 1,587 families have already received housing compensation. The new funding reallocation will enable the continuation of programmes to house defenders’ families.
“The purpose of all these decisions is to help veterans reintegrate into civilian life and to ensure they feel the ongoing, effective support of the state,” the Prime Minister stressed.
