The Government, in synergy with Verkhovna Rada members, is working with communities to implement Regional Resilience Plans. This was emphasized by Ukrainian Prime Minister Yulia Svyrydenko.
“We held a meeting with members of parliament regarding the implementation of comprehensive regional resilience plans. Parliamentarians are actively working with communities and regional state administrations and can enhance the implementation of these plans,” noted Yulia Svyrydenko.
The Government, together with the regions and state-owned companies, is implementing sustainability plans through co-financing: the state ensures the protection of critical infrastructure and funds the connection of cogeneration plants and block-modular boiler houses. Communities are launching projects to ensure uninterrupted water supply at their expense.
As the Prime Minister noted, energy support programs for individuals and businesses were discussed separately—there are 17 of them, and they covered 58% of Ukrainians this winter. An agreement was reached to strengthen cooperation with communities and continue key programs that will help prepare the housing stock for winter:
- Energy Support for Homes — loans of up to UAH 480,000 for 10 years at 0–7% with partial compensation.
- VidnovyDIM — grants covering up to 100% of the cost of work to restore apartment buildings;
- GreenDIM — compensation of up to 70% of the cost of energy equipment;
- SvitloDIM for Kyiv, Kyiv region, and Kharkiv region: compensation ranging from UAH 100,000 to UAH 300,000 for the purchase of energy equipment for condominium associations and housing cooperatives.
