The Cabinet of Ministers of Ukraine has extended the categories of families with children to be covered by the municipal nanny service. The decision was made during the session on Friday, 7 June.
An analysis of the new needs of citizens caused by the full-scale invasion has shown that the municipal nanny service is becoming increasingly relevant - internally displaced persons need more time to find employment and integrate into new communities, while a large number of pre-schools are closing.
According to the updated resolution, the categories of children covered by the service are expanded, namely:
- children aged under 3 of internally displaced persons ( those who do not have serious illnesses);
- children aged under 6 who need additional care (previously, the category of children with serious illnesses was only included for children aged under 3);
- children under 6 with one of the parents being a person with a disability of group I or II (previously, these were children aged under 3);
- children under 6 who live in the territories of administrative-territorial units where it is impossible to ensure the functioning of preschool education institutions (for example, in Zaporizhzhia, Donetsk, Kharkiv, Kherson, Sumy and Chernihiv regions).
An important change is the fact that internally displaced persons and persons living with their children in areas where it is impossible to ensure the functioning of preschool education institutions are entitled to the municipal nanny service. This removes barriers to parents' access to work and economic independence, and children to receive proper care and upbringing. This is one of the aspects envisaged by the plan of the Ministry of Social Policy as part of the implementation of the National Strategy for Creating a Barrier-Free Space in Ukraine, initiated by First Lady Olena Zelenska.
In 2024, the estimated average monthly reimbursement for the cost of the municipal nanny childcare service for children aged up to 3 is UAH 7,100, according to Government Resolution 68.
The resolution applies to the period of martial law and for three months after its termination or cancellation.
