Housing solutions and social support for IDPs: Tetiana Kirienko visited Chernivtsi region on a working trip

Deputy Minister of Social Policy, Family and Unity of Ukraine Tetiana Kirienko, during her trip to Chernivtsi region, held a working meeting with representatives of the Regional Military Administration. The parties discussed the practical implementation of state policy on internal displacement at the local level, in particular providing IDPs with housing solutions, creating new inclusive living spaces, and integrating IDPs into communities.

The Ministry of Social Policy, Family and Unity continues coordinating with communities on the implementation of an experimental project to purchase private houses in rural areas and transfer them to IDPs for free temporary use.

As part of this project, Tetiana Kirienko inspected the condition of a residential house in the Verenchanska territorial community, planned to be purchased with state subsidy funds for a large IDP family.

“Our task is to find systemic housing solutions that meet the needs of internally displaced people. Adapting existing buildings makes it possible to create accessible living conditions and provide necessary support while efficiently using available resources,” emphasized Tetiana Kirienko.

Special attention during the trip was given to social services for low-mobility IDPs. Among the support tools provided by the Ministry of Social Policy, Family and Unity is covering the cost of shelter services. During the visit, Tetiana Kirienko toured the Chernivtsi Regional Center for Social and Psychological Assistance, where such services are offered to low-mobility IDPs.

Regional representatives also reported that, together with partners, they are working on creating additional inclusive living spaces for low-mobility IDPs at the Chernivtsi Regional Center for Social and Psychological Assistance and the dormitory of the Hlyboka Vocational Lyceum. In total, 90 such places are planned.

At the same time, the region is expanding its network of housing for IDPs: in 2026, two facilities have already opened — a modular town in Vyzhnytsia community with 90 places and a renovated building in the village of Vikno with 55 places. Another 399 places are ready for settlement, and facilities with a total capacity of 645 places are under repair and preparation.

Work directly in the regions makes it possible to assess the practical implementation of state decisions, take into account community experience, and identify issues requiring further attention. For Chernivtsi region, this is especially relevant, as more than 71,600 internally displaced persons are registered here.
