Ukraine secures over 200 international agreements worth more than EUR 13 billion at Rome conference: Denys Shmyhal
Following the fourth Ukraine Recovery Conference held in Rome, over 200 agreements and memoranda were signed, totalling more than EUR 13 billion, Prime Minister Denys Shmyhal announced during a Cabinet meeting on 14 July.
“URC2025 demonstrated the unwavering unity and solidarity of the international community. Ukraine’s recovery is seen as a global project, the success of which will impact global security and the world economy,” Denys Shmyhal emphasised.
He highlighted that the government team returned to Ukraine with concrete results:
- The European Commission announced the creation of a EUR 500 million European Flagship Fund for Ukraine’s reconstruction, providing grants, guarantees, and equity investments for new business projects in Ukraine.
- EUR 2.3 billion will be secured under the investment component of the Ukraine Facility programme, supporting additional investments in housing, healthcare, energy sectors, and small and medium-sized enterprises.
- The World Bank launched a new USD 200 million programme to prepare state and municipal reconstruction projects, with an additional USD 50 million grant to support Ukrainian farmers.
- USD 188 million is planned to be secured from Japan for the “green” modernisation of Ukrainian industry.
- Several agreements were signed with the European Investment Bank: EUR 134 million for transport infrastructure restoration and EUR 200 million to support and develop Ukrainian hydropower.
- Agreements with the Council of Europe Development Bank include EUR 100 million in funding for housing certificates under the eVidnovlennia (eRecovery) programme, plus a EUR 200 million loan to finance support for internally displaced persons.
- Norway launched a USD 200 million initiative to restore heat and water supply to Ukrainian homes.
- Switzerland will allocate approximately EUR 5 billion to Ukraine over the next 10 years for reconstruction across various economic sectors.
- The conference saw the establishment of the International Coalition for Science, Research, and Innovation in Ukraine, led by Italy.
- A Global Alliance to Support Early Childhood Education in Ukraine was created, with the World Bank investing USD 30 million in inclusive and modernised pre-school education, and Lithuania allocating EUR 21 million under a separate agreement to create new educational spaces.
- Ukrainian healthcare secured around EUR 200 million, funding hospital upgrades, rehabilitation support, procurement mechanisms, and more.
“There are also significant agreements to strengthen our defence capabilities: a USD 2.3 billion loan from the United Kingdom to bolster Ukrainian air defence, alongside agreements between defence industry enterprises for joint production and cooperation,” the Prime Minister noted.
He also highlighted that over 20 agreements on interregional and intercity cooperation were signed between Ukraine and partner countries.
“This means communities will be able to implement critical projects that directly improve people’s quality of life,” Denys Shmyhal stressed.
