Sergii Koretskyi instructs authorities to accelerate regional resilience plans ahead of the heating season

Prime Minister of Ukraine Sergii Koretskyi chaired a meeting of the Operational Coordination Centre responsible for implementing resilience plans in the regions and selected cities.

Participants compared actual progress with the schedules established by decisions of the National Security and Defence Council. Several regions were found to be behind schedule in constructing protective structures and connecting essential equipment.

The Prime Minister instructed the Ministry of Energy, the Ministry for Recovery, Infrastructure and Transport and the Agency for Restoration and Infrastructure Development to strengthen oversight of every individual site and ensure that work is completed within the agreed deadlines.

Despite limited budget funding, the Government has already allocated UAH 67.6 billion to implement the resilience plans, including UAH 43.7 billion for the physical protection of critical infrastructure.

The authorities were also instructed to increase backup power capacity for critical infrastructure as much as possible, in accordance with the decision of the National Security and Defence Council.

According to the Prime Minister, the regions must establish sufficient fuel reserves for critical infrastructure and social services.

“Local authorities bear personal responsibility for ensuring backup power at heating, water supply and wastewater facilities,” Sergii Koretskyi emphasised.

The meeting also focused specifically on replacing Ukrzaliznytsia locomotives lost as a result of russian strikes. The Ministry of Finance was instructed to work with the relevant authorities to provide the necessary funding.

The Ministry for Recovery, Infrastructure and Transport was also instructed to develop an insurance mechanism for workers and equipment involved in constructing protective structures for energy facilities in frontline regions.

“There is still time before the heating season begins. All services, authorities and local government bodies must make every effort to coordinate their work and accelerate progress so that all the required measures are completed on time,” the Prime Minister stressed.
