  • Ukraine and Lithuania sign agreement on mutual recognition and exchange of national driving licences

    Ukraine and Lithuania have signed an Agreement on mutual recognition and exchange of national driving licences. The document was signed in Brussels by Ihor Klymenko, Minister of Internal Affairs of Ukraine, on behalf of the Government of Ukraine, and Agnė Bilotaitė, Minister of the Interior of the Republic of Lithuania.

    Under the agreement, Ukrainian citizens who have moved to Lithuania for permanent residence will be able to exchange their Ukrainian driving licence for a Lithuanian one without having to pass a theoretical or practical test.

    Likewise, Lithuanian citizens permanently residing in Ukraine and holding a Lithuanian driving licence will be able to exchange it at the service centres of the Ministry of Internal Affairs without passing any tests.

    To exchange national driving licences, only a document proving permanent residence in the country, the original driving licence and a valid medical certificate are required.

    Ihor Klymenko welcomed the agreement and expressed his belief that the mutual recognition of driving licences between Ukraine and Lithuania will help ensure the rights of citizens in both countries: “The agreement aims to regulate the issue of mutual recognition and exchange of driving licences of Ukrainian and Lithuanian citizens who move to the country of the other party for permanent residence under a simplified procedure. We are grateful to the Government of Lithuania for sheltering Ukrainian citizens in the wake of the russian invasion and for recognising the relevant documents.”

    Previously, in order to exchange a Lithuanian driving licence, citizens of the Republic of Lithuania had to pass tests at the service centres of the Ministry of Internal Affairs, and Ukrainians in Lithuania also had to pass tests at the relevant competent authorities of the country.
