Ukraine and Israel held their first meeting of the Intergovernmental Commission on Trade and Economic Cooperation since the start of the full-scale war and identified priorities for cooperation

On December 4, 2025, the thirteenth session of the Joint Ukrainian-Israeli Commission on Trade and Economic Cooperation was held in Jerusalem—the first since the start of russia's full-scale aggression against Ukraine. The previous, twelfth meeting took place on November 29-30, 2021.

The Commission was co-chaired by Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Taras Kachka and Minister at the Ministry of Finance of the State of Israel Zeev Elkin. Following the meeting, the parties signed a Protocol setting out priorities for further bilateral cooperation.

"The development of bilateral relations with other countries is an important demonstration of Ukraine's resilience in the difficult conditions of war. Our trade is recovering, so it is now important to build momentum and invest more effort in cooperation in agriculture and high technology. We are glad that Ukraine and Israel continue to build trust and share experience. This meeting is an important step in strengthening mutually beneficial cooperation," Taras Kachka emphasized.

Representatives of the ministries of economy, finance, energy, agricultural policy, health, digital transformation, etc. of both countries also joined the Commission's work.

The Ukrainian side was also represented by the Ambassador of Ukraine to Israel, Yevhen Korniychuk, as well as the Deputy Head of the Office of the President, Iryna Mudra, and the Member of Parliament of Ukraine, Co-Chair of the Parliamentary Friendship Group Ukraine-Israel, Olha Vasylevska-Smahlyuk.

During the plenary session and thematic sessions, the participants discussed the progress and prospects of cooperation in the following areas: trade and investment; agriculture; energy; healthcare; digitalization; veteran policy; environmental protection, etc.

The parties confirmed the positive effect of the Ukraine-Israel Free Trade Agreement and their shared interest in participating in business forums, exhibitions, and B2G/B2B events. They also identified a shared interest in expanding trade in agricultural products and resuming dialogue on veterinary and phytosanitary issues. Ukraine will present projects for the development of irrigation systems using Israeli technologies.

The sides also agreed to strengthen cooperation in the field of energy sustainability and cybersecurity. Israeli technologies are being considered for use in distributed generation, energy conservation, early threat detection, and critical infrastructure protection. A joint training event on energy sustainability is planned.

Separately, they confirmed their readiness to continue cooperation in the field of emergency medicine, personnel training, psychological support, and rehabilitation of victims. The parties plan to expand the partnership between medical institutions and the exchange of specialists.

Furthermore, Ukraine and Israel will begin cooperation to ensure the continuity of digital public services in emergency situations and will start work on an updated Memorandum of Cooperation in the field of communications and digital technologies.

The countries also agreed on the importance of launching new formats of cooperation on the rehabilitation and social integration of veterans.

In the context of environmental protection, the parties identified post-war green recovery, water resource management, and the cleanup of war-contaminated territories as priorities. The partners also reaffirmed the importance of further joint projects in the areas of education, agricultural innovation, and community development.

The parties agreed to hold the 14th session of the Commission in Kyiv. Work on the implementation of the agreements reached will begin in the near future.
