Ukraine and Estonia sign memorandum of understanding to deepen cooperation in the transport sector

This took place during a meeting in Odesa between Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development, and Vladimir Svet, Minister of Infrastructure of Estonia.

The Memorandum defines the main areas of cooperation in the restoration of the Ukrainian maritime industry, including:

  • Establishment of a joint Ukrainian-Estonian working group to coordinate efforts;
  • Engaging international partners to finance and implement projects;
  • Development of feasibility studies for the digitalisation and modernisation of information systems, including ship registers and databases;
  • Development of environmental and safety technologies, in particular through innovative solutions offered by the Estonian side.

“Together with our Estonian colleague, we discussed the restoration of port infrastructure, which is critical for the stable operation of enterprises, cargo transshipment and further implementation of the Ukrainian corridor. We also reviewed the mechanisms for protecting port facilities in the current war conditions.

We will continue to strengthen our partnership in other areas of transport – rail, road and international cooperation within the framework of the International Transport Forum. I believe that by working together we will be able to achieve significant results in rebuilding our infrastructure and ensuring sustainable development.

As part of the visit, Oleksii Kuleba and Vladimir Svet inspected the port of Odesa, which was damaged by enemy shelling. In 2024, it handled over 18 million tonnes of cargo.

In total, over 97 million tonnes of cargo were transshipped in Ukrainian seaports as part of the Ukrainian Grain Corridor. According to Oleksii Kuleba, this is an achievement of strategic importance for the world’s food security.

Since the start of the full-scale invasion, russia has launched 64 attacks on port infrastructure in Odesa region, damaging and partially destroying 325 facilities. 89 civilians were injured as a result of these attacks.
