Ukraine holds final meeting in screening of national legislation for compliance with EU law
On September 29, 2025, Ukraine commenced bilateral screening meetings with the European Commission for the final negotiation chapter, taking place on September 29 and 30. These meetings mark the conclusion of the screening process of Ukrainian legislation against EU law. The outcomes will determine and formalize Ukraine’s readiness and further obligations in the EU accession process.
The focus is on Chapter 22: Regional Policy and Coordination of Structural Instruments, the last chapter within Cluster 5: Resources, Agriculture, and Cohesion Policy.
Opening the session, Deputy Prime Minister for European and Euro-Atlantic Integration and Chief Negotiator Taras Kachka emphasized that regional policy is not merely a technical aspect of negotiations but a vital tool for recovery: “EU regional policy mechanisms can be immensely valuable for Ukraine’s economic recovery and post-war reconstruction. We are developing a network of deputy heads of regional administrations for European integration and enhancing their capacity to work with these tools. This will enable effective collaboration within existing EU mechanisms and with local authorities to ensure transparent and impactful use of funds for regional development.”
He further highlighted the importance of implementing the Ukraine Plan under the Ukraine Facility program and the involvement of regions in initiatives like Interreg, as well as ambitious projects in border regions, particularly the development of the Carpathian macro-region.
Over the two days, experts from Ukraine and the European Commission are addressing key areas, including:
- The legislative framework for the Chapter;
- Existing programs and strategic frameworks;
- Management, control, and audit systems;
- Monitoring, evaluation, and effectiveness;
- Administrative capacity;
- Transparency and communication.
The meetings take place in a hybrid format in Brussels and online.
The screening meetings for Chapter 22: Regional Policy and Coordination of Structural Instruments, are being conducted in a hybrid format—both online and in-person in Brussels, Belgium, on September 29 and 30, 2025. The Ukrainian delegation is led by Chief Negotiator and Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka, who is participating online.
The delegation includes representatives from the Ministry for Communities and Territories Development of Ukraine, the State Audit Service of Ukraine, the National Agency of Ukraine on Civil Service, and other relevant government bodies.
Background Information
The EU acquis under Chapter 22 primarily consists of framework and implementing regulations that do not require direct transposition into national legislation. These regulations outline the rules for preparing, approving, and implementing programs funded by the EU’s Structural Funds and the Cohesion Fund, taking into account the territorial organization of each member state.
Such programs are agreed upon between the country and the European Commission, but their implementation is the responsibility of the member state. Countries must comply with general EU legislation, particularly in the areas of public procurement, competition, and environmental protection, during the selection and execution of projects.
