Ukraine shifts to European approaches in housing policy: basic law adopted


The Verkhovna Rada of Ukraine adopted in the second reading the Law of Ukraine "On the Basic Principles of Housing Policy" (draft law No. 12377). The passage of the law will ensure the fulfilment of indicator 7.8 of Ukraine's Plan under the Ukraine Facility (Component 1, Reform 7 "Ensuring access to housing for those in need"), scheduled for QIV 2025.

The adoption of the Law lays the foundation for a comprehensive reform of housing policy and marks Ukraine's final transition to modern European approaches focused on human needs, transparent rules and long-term development of the housing sector.

"The adoption of this law is a systemic response to long-standing housing policy issues. It creates transparent and predictable rules for the development of the housing sector, opens up opportunities for attracting investment and forming social housing funds. Thanks to the joint efforts of the Government, Parliament and experts, we have managed to find balanced solutions that take into account both European approaches and the realities of the Ukrainian economy. We thank the members of Parliament for supporting this bill," said Daria Marchak, Deputy Minister of Economy, Environment and Agriculture of Ukraine.

The law repeals the outdated Housing Code of the Ukrainian SSR and the Law of Ukraine "On Privatisation of State Housing Fund" and establishes a modern regulatory framework for the realisation of the human right to housing, which provides for:

  • accessibility of housing for the most vulnerable categories of citizens as a fundamental principle in providing housing;
  • development of various support mechanisms for citizens with different financial capacities and clear criteria for accessing them;
  • regulation of the legal basis for renting municipal housing, in particular with the right of redemption;
  • creating a transparent framework for monitoring by the public, civil society and the international community;
  • developing investments and public-private partnership mechanisms in the housing sector;
  • digitising processes and transparent tools for recording housing needs and citizens' access to state housing programmes.

Why it matters

The adoption of the Law "On the Fundamentals of Housing Policy" creates a predictable environment for investment in the housing sector, promotes the realisation of citizens' constitutional right to housing and ensures Ukraine's compliance with its international obligations.

Background information

The Ukraine Facility is a EUR 50 billion European Union programme aimed at ensuring macroeconomic stability, modernisation, reconstruction and accelerating Ukraine's European integration in 2024 - 2027. Funding is provided in tranches after Ukraine confirms the implementation of agreed structural indicators. In 2025, Ukraine received funding under the Ukraine Facility totalling EUR 10.7 billion, which had been made possible by the systematic implementation of the measures set out in Ukraine's Plan.
