Ukraine achieves 84% implementation of EU Association Agreement: 2025 Report published

On 16 March 2026, the Government Office for Coordination of European and Euro-Atlantic Integration released the Report on the Implementation of the Association Agreement between Ukraine and the European Union for 2025. The document reflects Ukraine’s progress in implementing reforms and aligning legislation with EU standards.

In 2025, Ukraine continued active work on implementing the provisions of the Association Agreement with the EU, including the Deep and Comprehensive Free Trade Area (DCFTA). Implementation of the Agreement remains a key tool for Ukraine’s integration into the EU internal market and preparation for future membership.

“Ukraine is consistently fulfilling its commitments on the path to European Union membership. Implementing the Association Agreement enables our country to achieve ever-greater economic, legal and institutional compatibility with the EU. Despite the full-scale war, we continue to advance reforms and bring Ukraine closer to full integration into the European space. This is the final report on implementation of the Association Agreement, as all remaining steps required for EU membership will now be reflected in the National Programme for Adaptation of Ukrainian Legislation to EU Law,” stressed Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Taras Kachka.

According to the 2025 results, overall implementation of the Agreement rose from 81% in 2024 to 84% in 2025 – an increase of 3 percentage points.

“We maintain close and continuous dialogue with our EU partners on progress and the European integration reforms Ukraine is carrying out. This report has been presented ahead of the ninth meeting of the Ukraine–EU Association Committee, enabling detailed discussion of achievements, challenges and next steps,” noted Oleksandr Ilkov, Director General of the Government Office for Coordination of European and Euro-Atlantic Integration.

The report indicates that overall progress in implementing the Association Agreement from 2014 to 2025, by main implementing bodies, stands at:

  • Cabinet of Ministers of Ukraine – 81% of measures implemented;
  • Verkhovna Rada of Ukraine – 74% of measures implemented;
  • Other state authorities – 68% of measures implemented.

In 2025, the greatest progress in fulfilling Association Agreement commitments was achieved in the following areas:

  • Financial sector – annual increase of 8%, overall progress 82%;
  • Social policy and employment – annual increase of 7%, overall progress 87%;
  • Customs matters – annual increase of 5%, overall progress 96%;
  • Agriculture – annual increase of 5%, overall progress 79%.

At the same time, the highest levels of commitment fulfilment were recorded in:

  • Statistics and information exchange – 100%;
  • Education, training and youth – 99%;
  • Intellectual property – 98%.

The progress achieved demonstrates the systematic work of Ukrainian institutions in implementing European norms and standards.
