Increasing the amount of temporary accommodation facilities and forming a housing stock in rural areas: Tetiana Kiriienko explained what the state subsidy funds will be used for


The Ministry of Social Policy, Family, and Unity of Ukraine has initiated the allocation of a subsidy to expand the availability of temporary accommodation and increase the housing stock. Some UAH 1 billion from the State Budget shall be allocated for the construction, furnishing, and repair of additional temporary housing for internally displaced persons, while another sum worth UAH 500,000 shall be used to create a housing stock in rural areas, also for IDPs. Deputy Minister of Social Policy, Family, and Unity Tetiana Kiriienko told during the Yedyni Novyny National Telethon.

“The resolution clearly stipulates that 20% of all temporary housing units for which the subsidy is allocated must be equipped in accordance with all inclusion requirements. This year, a new initiative has also been launched — the establishment of a housing fund in rural areas. This is the tool we must provide to local authorities today to strengthen their capacity to receive such people, integrate them into communities, and develop infrastructure,” the Deputy Minister of Social Policy, Family, and Unity noted.

According to the Procedure, this year the subsidy shall be distributed among regional budgets as follows:

70% — in proportion to the number of IDPs in the region;

30% — in proportion to the number of temporary or supported housing facilities for IDPs.

Tetiana Kiriienko also noted that frontline regions can count on a subsidy to purchase modular homes and materials for building modular housing complexes.

Eight regions—Dnipropetrovsk, Zaporizhzhia, Luhansk, Mykolaiv, Sumy, Kharkiv, Kherson, and Chernihiv—excluding settlements located in areas of active combat operations, are eligible for a 100% subsidy funded by the state budget. Meanwhile, the remaining regions can count on co-financing—90% from the state budget and 10% from local budgets.
