Such opportunities and resources for the development of the communities provided by the decentralization reform, that was triggered by the President of Ukraine Petro Poroshenko, have never existed before in the history of Ukraine. Decentralization is Ukraine's way towards Europe, it’s a new European quality of life. The Rubicon has been crossed, there is no way backward, the revision of the reform is impossible.
This was stated at a press conference ‘Reforms NON-STOP. The Scale of Changes’ by Vice Prime Minister/ Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Hennadii Zubko.
"We have already managed to shape new quality management. 62% of the population of Ukraine live in 876 CCs, and the leaders of the process are Khmelnytsky, Zhytomyr, Chernihiv, Zaporizhzhia, and Volyn regions. The territories of Khmelnytsky and Zhytomyr regions are by more than 60% now covered by CCs. 24 cities of regional significance have consolidated communities. 1285 CCs are intended to establish in the long-term plans, and here we have achieved certain progress. The Ministry of Regional Development, Construction, Housing and Communal Services together with Luhansk civil-military administration has developed perspective plans for the consolidation for the temporarily occupied territories of the region as well", stressed Hennadii Zubko.
According to him, in 2018, revenues of local budgets, due to decentralization, amounted to UAH 234 billion, budgets of CCs - UAH 21 billion.
"The performance of all communities differs: infrastructure rehabilitation, education development, small investment projects, and some embark on scale projects. It's rather cool that there are communities that choose energy independence, build solar power plants, embark on wise use of land resources, use the potential of bio- and wind power - Veselivska CC (Zaporizhzhia region), Khoroshivska CC, Novoukrayinska CC (Kirovograd region), Tomashpilska CC (Vinnytsia region). At the Prykarpattia region in the Starobogorodchany CC, there is a nice example of renewable energy. It is a 2.8 MW solar plant with an annual electricity output of 2.8 million kWh. The communities use innovative technologies. Teams of Pyriatyn CC, Novoukrayinska CC, Merefianska CC and Mykhailo-Kotsiubynska CC are introducing Geoinformation Systems for community assets accounting. There are a lot of such examples all over Ukraine. These successes are different, but at the same time it is a great success of entire Ukraine and the scale of change", Hennadii Zubko emphasized.
We remind that decentralization reform, according to the evaluation of international partners, is the most successful. Hugues Mingarelli called it an unprecedented story of Ukraine's success. German Chancellor Angela Merkel called the decentralization reform efficient. President of Ukraine Petro Poroshenko, who gave the start of the reform, said simply: decentralization is cool!
