In 2018, the Ministry of Regional Development changed 27 State Construction Standards (DBN) - which entailed in practice 500 qualitative changes. Certainly, we immediately got strong resistance from unscrupulous builders. This should be accounted for, because the changes are revolutionary and European.
Vice Prime Minister/ Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Hennadii Zubko announced at a press conference ‘NON-STOP Reforms. The Scale of Changes’.
"The main goal of the new DBNs is safe and comfortable living space. It is necessary to drastically stop the chaotic construction, to oblige the developer to build social infrastructure, first of all, kindergartens and schools, to prohibit the construction of parks and green areas, to create more space for sports infrastructure. In new DBNs there is introduced a new concept of limits on high-rise buildings - "blue line". The density of construction is limited as well, residential neighborhood cannot be transformed into "a stone jungle". We will continue to improve construction standards, the year of 2019 will see a revision of 20 DBNs", said Hennadii Zubko.
According to the Vice Prime Minister, the important aspect is the creation of barrier-free environment and its strict observance, as well as arrangement of parking lots, especially in historic places. And this is just the beginning because there are many other wonderful solutions that have long been working in the whole civilized world, but still are not in effect in Ukraine.
