Representatives from the Ministry for Communities and Territories Development of Ukraine, the Ministry of Digital Transformation of Ukraine, other government institutions, specialized construction communities involved in reforming the construction sector, and international partners participated in the event titled “Digitalization of Urban Planning in Ukraine: Current Status and Next Steps for Transparent Reconstruction.”
During the discussion on digital services in urban planning, Deputy Prime Minister for Restoration of Ukraine – Minister for Communities and Territories Development of Ukraine, Oleksii Kuleba, emphasized that beyond reforming the construction sector, these digital services will also support the effective implementation of housing policies and comprehensive recovery plans.
“The Ministry for Communities and Territories Development is currently focusing significant efforts on the comprehensive development of regions, with particular attention to rebuilding housing for internally displaced people and constructing social and critical infrastructure. Therefore, when we talk about the importance of digitizing urban planning, we also refer to the impact of digitalization on other processes essential for transparent and accountable recovery during the ongoing war and beyond. This involves strengthening the capacities and roles of communities in implementing reconstruction projects, distributing financial resources, and implementing reforms. Automation of processes, along with established systems and registries, not only have an anti-corruption effect and ensure transparency but also allow individuals and legal entities to access comprehensive services automatically. Additionally, they provide quick access to essential information, meeting both the everyday needs of Ukrainians and strategic community requirements,” stated Oleksii Kuleba.
“The Ministry of Digital Transformation team has been working on the digitalization of the construction sector for the past five years. We launched the Unified State Electronic System in the Construction Sector, which has already been used by 1.5 mln Ukrainians. The system has helped digitize the industry, introduce electronic services, and mitigate corruption risks. Additionally, during the full-scale war, we created the Register of Damaged and Destroyed Property, enabling the launch of the unique e-Recovery service. The launch of the State Urban Planning Cadastre is, therefore, the next logical step in the digitalization of the construction sector and ensuring transparent rebuilding efforts,” said Mykhailo Fedorov, Deputy Prime Minister for Innovation, Education, Science and Technology Development – Minister of Digital Transformation of Ukraine.”
Julie A. Koenen, USAID Mission Director in Ukraine, noted: “With the United States’ support, Ukraine is digitizing and modernizing its construction and urban planning systems, introducing reforms that tackle corruption head-on and streamline development processes. The State Urban Planning Cadastre is a key achievement in this effort. This innovation is more than just a tool; it’s a signal to citizens and developers alike that the rules are fair, clear, and enforceable.”
Stefan Kossoff, Director of Development Programmes at the British Embassy in Ukraine noted: “Our support to date has already contributed to important progress in the digitalization of the construction sector. For example, the Single Electronic System in the Construction sector has now been operational for 4 years. This is being further reinforced by efforts now underway to implement the Single State Register of Administrative-Territorial Units, The Unified State Register of Addresses, the Register of Buildings. This initiatives will help to improve the functioning of entire construction sector, automate processes and remove unnecessary bureaucratic barriers, which will all be extremely important for driving forward the country’s recovery.”
During the event, the State Urban Planning Cadastre, the Electronic Pricing System, and updates on the Unified State Register of Addresses were presented.
State Urban Planning Cadastre (SUPC)
The SUPC (kadastr.gov.ua) consolidates urban planning documentation and related information in a digital format. This enables the state to adopt a unified approach to spatial planning, accelerate construction and infrastructure development procedures, and minimize risks of corruption, fraud, and construction-related conflicts.
Seven registries and information systems, including the Unified State Register of Addresses and the Pricing System, will be integrated into the SUPC, along with the Register of Urban Planning Documentation.
Electronic Pricing System (EPS)
The EPS is designed to monitor government expenditures in the construction sector. The system will store budgetary data and material classifications in digital form. The price database will help establish a unified approach to material selection and the calculation of the life cycle cost of construction projects. In the future, data analysis from the system will allow the evaluation of the efficiency of project decisions.
Unified State Register of Addresses (USRA)
The USRA is one of the foundational national registries providing accurate information about addresses and buildings. The implementation of the USRA will also streamline the execution of construction projects, improve the quality of administrative services, and enhance property tax management at the local level.
Currently, address verification in the register is ongoing. It covers the entire territory of Ukraine, excluding temporarily occupied territories and active combat zones. So far, 278 communities have completed the process, and 1,043 have begun working with the register. The most active local government officials engaged in the verification process were acknowledged during the event.
The “Digitalization of Urban Planning in Ukraine: Current Status and Next Steps for Transparent Reconstruction” event concluded with a panel discussion titled “The Role of International Partners in Developing and Implementing the SUPC and Urban Planning Documentation.”
Digitalization ensures transparency, accountability, and acceleration of all reconstruction processes, essential for post-war recovery. The Digital Transformation Activity, funded by USAID and UK Dev, systematically supports digital initiatives across various sectors.
