  • Parliament to consider draft law No. 7198 introducing a mechanism of compensation for destroyed and damaged housing this week

    In particular, citizens of Ukraine will receive a clear and understandable algorithm on how to apply for compensation, who considers it and makes decisions on compensation, how long the process takes, and the possibility of using compensation to purchase housing.

    "Since the beginning of the full-scale invasion, more than 325,000 Ukrainians have already reported damaged or destroyed property through Diia. People expect systematic solutions to restore or purchase housing. It is our responsibility as a state to provide the necessary mechanism and create the conditions for hundreds of thousands of Ukrainians to get new homes. Moreover, we will not wait for reparations, but will use the seized russian assets to compensate.

    I urge MPs to support this draft law," said Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine, Minister of Communities, Territories and Infrastructure Development.

    People whose homes have been destroyed will have the opportunity to purchase housing through the instrument of a housing certificate. The amount of compensation will be calculated by commissions at local governments based on the methodology determined by the Cabinet of Ministers of Ukraine.

    Every citizen can submit an information report on damaged or destroyed property in electronic form to Diia and in paper form through the CASPs. After the documents are verified, all data is added to the Register of Damaged and Destroyed Property.

    Using this certificate, the affected citizens of Ukraine will be able to purchase housing in the primary or secondary markets.

    Importantly, it will be possible to choose a new home for purchase independently in any locality of Ukraine, except for the temporarily occupied territories and places of military operations.

    In addition, draft law No. 7198 defines who can receive compensation and gives priority to combatants, persons with disabilities as a result of war, families of deceased war veterans and other socially vulnerable groups.
