We are starting work on the RDNA5 assessment together with the World Bank, the EU, and the UN: Oleksii Kuleba
Deputy Prime Minister for the Restoration of Ukraine — Minister for Communities and Territories Development of Ukraine Oleksii Kuleba announced the start of work by the World Bank Group, the Government of Ukraine, the European Commission, the UN, and other partners on the Fifth Ukraine Rapid Damage and Needs Assessment (RDNA5).
As a result of russia's aggression, the extent of the destruction is growing daily. russia continues to systematically destroy energy, transport, and social infrastructure, block export routes, and pose threats to global food security.
The frontline territories are suffering the most, accounting for 82% of all documented damage. The housing stock has suffered losses of 13% (more than 236,000 buildings either destroyed or damaged). Strategic industries are being systematically devastated: the number of damaged energy facilities in 2025 has increased by 70%, while railway infrastructure has been attacked more than 800 times this year alone.
RDNA5 will update the consequences of russia's aggression for the period from February 24, 2022, to December 31, 2025. The results of RDNA5 will be presented in February 2026. The new RDNA5 report is based on the principle of comprehensive recovery and takes into account the priority areas for recovery and the Single Project Pipeline of the State for 2026 (SPP-2026).
"russia's war against Ukraine is still on, and with it, the map of destruction and needs is changing. RDNA5 is our economic compass in the storm. It'll let us not only know exactly how much damage there is, but also plan for Ukraine's full recovery, laying the groundwork for sustainable and European reconstruction. Every dollar and euro from our partners must be used as effectively as possible," emphasized Oleksii Kuleba.
Within the framework of RDNA5, a comprehensive, detailed assessment of the most affected sectors will be carried out, including housing, transport, energy, industry and trade, agriculture, education and science, as well as water supply and sanitation.
In particular, the Ministry for Communities and Territories Development is responsible for the housing and transport sectors, as well as municipal services and infrastructure. The results of RDNA5 will enable high-quality planning for the comprehensive recovery of settlements in the coming years.
It is important that the RDNA5 assessment is conducted in accordance with recognized international PDNA/RDNA (Post-Disaster/Recovery Needs Assessment) standards. This approach ensures the uniformity and transparency of data on damage and reconstruction needs, which meets the requirements of international partners.
The Ministry for Communities and Territories Development coordinates the preparation of RDNA5 on behalf of the Government of Ukraine, providing the necessary resources for effective synergy between international partners and Ukrainian institutions.
Background information
According to the results of RDNA4, published in February 2025, the total cost of rebuilding and restoring Ukraine as of December 31, 2024, was estimated at USD 524 billion over the next decade.
