Made in Ukraine: Businesses raised UAH 1.2 billion in affordable loans under the 5‑7‑9% program over a week

Last week, entrepreneurs secured 456 new loans worth UAH 1.24 billion under the Affordable Loans at 5‑7‑9% program, which is part of the Made in Ukraine policy to support domestic producers.

The largest increase in loan amounts went to businesses in high‑risk war zones — plus UAH 480 million in a week. This accounts for 38.6% of all new loan funds issued under the program during this period.

Since the beginning of 2026, businesses have raised 24,400 loans totaling UAH 109.9 billion under the program. The largest volumes of lending include:

Businesses in high‑risk war zones — UAH 37.6 billion.

Processing enterprises — UAH 29.8 billion.

Investment projects — UAH 17.1 billion.

In 2026, businesses also secured 839 energy loans at 0% interest worth UAH 1.26 billion. These loans of up to UAH 10 million for up to 3 years were introduced by the Government at the start of the year to purchase cogeneration units, generators, and other energy equipment. At the same time, the Government increased the maximum size of investment loans for energy needs to UAH 250 million to build new generation capacity before winter.

Additionally, since July 1, a separate program under 5‑7‑9% has been operating to restore destroyed or damaged property. The interest rate for such loans is 0.1% during the first two years, with a maximum amount of up to UAH 150 million. Later, the rate will be 5%, 7%, or 9%, depending on the business segment and job creation.

Since the launch of the program in February 2020, businesses have raised 159,300 loans worth UAH 572 billion. During martial law, 124,500 loans worth UAH 482.4 billion were issued.

The largest volumes of lending have been attracted by enterprises in the agricultural sector, wholesale and retail trade, and processing industry. A total of 48 authorized banks participate in the program.

Background

The Affordable Loans at 5‑7‑9% program is part of the Made in Ukraine policy and aims to stimulate micro, small, and medium‑sized businesses by reducing the cost of credit resources through state compensation or guarantees. Entrepreneurs can obtain loans of up to UAH 90 million. Lending is provided at interest rates in accordance with the program’s terms and current loan agreements.
