The key priorities for recovery are housing, export logistics, critical and social infrastructure. This was stated by Anna Yurchenko, Deputy Minister for Communities, Territories and Infrastructure Development in charge of European Integration, at the 9th meeting of the EU-Ukraine Association Council in Brussels.
She noted that the main goal was to restore the vitality of communities and ensure the stability of the economy. For this, the Ministry has determined priorities for recovery: housing, export logistics, critical and social infrastructure.
Last year, the program eVidnovlennia (eRecovery) was introduced for people whose housing was damaged or destroyed as a result of russian aggression: more than 43,000 Ukrainians have already received financial assistance for the repair of damaged housing, and almost 1,500 families have purchased new homes using the compensation.
In 2024, Ukraine applied for funds from the Council of Europe Development Bank to further finance the compensation program for destroyed housing. In the export logistics sector, with the support of EIB loan funds and EU grant aid, Ukraine is restoring the transport infrastructure in the frontline regions, which allows saving critical travel time to save lives. Dozens of destroyed bridges in the liberated territories have been and are being rebuilt.
“A critical priority is the expansion of Ukraine’s export potential with the support of various EU funding instruments. This is the development of the Solidarity Lanes, namely the ports of greater Odesa and the Danube, the infrastructure of border crossing points, highways within the framework of the TEN-T, as well as railway connections with EU countries,” said Anna Yurchenko.
In the critical infrastructure sector, we provide citizens and businesses with basic utility services — electricity, heat, and water. In the social infrastructure sector, with the support of the EIB, more than 200 facilities — educational and healthcare — are being built.
“We strive to make the recovery and use of funds more transparent and efficient. At all levels: national, regional and local. We are changing and rebuilding the country in order to bring it into the European Union,” said the Deputy Minister.
