Prozorro Market becomes a driver for efficient procurement and Ukraine’s integration into EU standards
The Ministry of Economy, Environment and Agriculture of Ukraine, together with the State Institution “Professional Procurement” and the EU4PFM Programme, held a large-scale national Forum dedicated to the development of public procurement and the Prozorro Market electronic catalogue.
The Prozorro Market electronic catalogue, administered by the State Institution “Professional Procurement”, already includes over 1,600 product categories, such as food, electricity, and medical supplies. In wartime conditions, its main advantage is speed: procurement takes an average of just 9 days.
The event brought together more than 200 participants – representatives of public contracting authorities, Ukrainian businesses, and international institutions, including the World Bank and the European Investment Bank.
Key Forum topics included Ukraine’s European integration path and the alignment of the national procurement system with EU standards.
“Prozorro Market is a new standard for public procurement – efficient, transparent, and aligned with European rules. Today, over 15,000 contracting authorities conduct procurement through the system, and by the end of 2025, the total volume will reach UAH 100 billion – double last year’s figure. This has already saved the state UAH 9 billion while engaging thousands of small and medium-sized enterprises in public procurement,” emphasised the Minister of Economy, Environment and Agriculture of Ukraine, Oleksii Sobolev, highlighting the scale of transformation in the procurement sector.
Additionally, Forum participants discussed further development of the electronic catalogue, expanding opportunities for businesses, and improving tools for contracting authorities.
“The ‘Professional Procurement’ team is actively working to expand the product range and enhance the client experience. Key priorities include countering unscrupulous suppliers, increasing the number of goods, promoting electronic contracting, and further digitalising processes. This year, we also launched free training for procurement specialists,” noted Yevhen Yakubovskyi, Head of the State Institution “Professional Procurement”.
A dedicated panel focused on European experience in public procurement. Representatives of the Ministry of Economy, Environment and Agriculture together with European experts and consultants from Portugal, discussed Ukraine’s next steps in harmonising legislation with EU norms.
The National Forum on the development of public procurement and the Prozorro Market electronic catalogue demonstrated that transparent and efficient public procurement is not only about saving budget funds but also a vital element of Ukraine’s European integration and the development of a competitive business environment.
