    Distinguished colleagues! Fellow Ukrainians!

    We start a regular meeting of the Government of Ukraine.

    Yesterday we passed a milestone - three years since the beginning of the full-scale russian aggression against Ukraine.

    We have withstood, become stronger and inflicted huge losses on the enemy.

    For this, I thank the defenders of Ukraine! To all those who stand at the rear, to all our friends and partners!

    Yesterday, the leaders of friendly countries came to Kyiv. We held a large representative Support Ukraine summit, which was joined online by dozens of other high-ranking representatives from Europe and Asia. We witnessed the unwavering support of our partners on Ukraine's path to a just peace.

    We have concrete significant results in attracting various assistance.

    Ukraine will receive EUR 3.5 billion in March from the European Union within the framework of the Ukraine Facility.

    From Britain, our state will get either GBP 4.5 billion or USD 5.6 billion in military assistance this year.

    From Canada, we shall attract USD 5 billion in assistance at the expense of russian assets, as well as military equipment and a grant for the restoration of the energy sector.

    Norway will provide Ukraine with EUR 3.5 billion in aid to include military, economic, and humanitarian support, as well as an important assistance for our energy sector.

    A military aid package worth EUR 1 billion has been announced by Spain.

    Finland, Sweden, Denmark, Iceland, and the Baltic countries will also make their contribution to Ukraine’s stability.

    We greatly appreciate every manifestation of solidarity and consider it an investment in the security of a united Europe.

    Moreover, yesterday we saw a number of strong sanction decisions from our partners.

    First of all, it is the approval of the 16th package of sanctions by the European Union, a large package of sanctions by Britain, sanctions by Canada, Australia, and New Zealand. They concern the russian “shadow fleet,” the banking sector, the russian defense industry, and a number of individuals and legal entities. Each such decision weakens russia and reduces its capacity to wage aggressive war.

    Also yesterday, we held a joint meeting of the Government of Ukraine and the European Commission, who had arrived in Kyiv in its entirety.

    It was an extremely effective work, with results to be seen in the near future.

    We focused on four areas.

    The first is the European integration track. Ukraine stands ready to start negotiations on all six clusters. We have developed roadmaps for reforms that will be presented to the EU member states.

    We expect to speed up all procedures for Ukraine's accession to the EU to the maximum extent possible.

    The second area is sectoral integration into the EU. There are several important tasks here.

    Extend the ‘economic visa-free regime’.

    Accelerate the so-called ‘industrial visa-free regime’ - Ukraine's accession to the Agreement on Conformity Assessment and Acceptance of Industrial Products (ACAA).

    To accelerate the acquisition of ‘roaming visa-free regime’ - accession to the European roaming environment. This will facilitate free communication between Ukrainians abroad and the homeland. Here, too, we have positive signals from our partners.

    In the energy sector, the European Union will help Ukraine purchase gas, which is crucial in the context of preparations for the coming winter. We also count on European investments in the development of renewable generation.

    The third area is defence cooperation.

    We plan to increase funding for the Ukrainian defence industry, create new joint ventures, and integrate the Ukrainian defence industry into European production chains.

    The fourth area is reconstruction.

    Europe will play a key role in Ukraine's recovery. Therefore, we want this to be reflected in the EU's long-term budget planning. This will create new, long-term financial support mechanisms, ensure investments in critical infrastructure and the manufacturing sector, and integrate Ukraine into the European budget process.

    Ukraine's recovery needs are enormous. Today, together with the World Bank, we presented a damage and needs assessment report (RDNA4).

    Over the next decade, we need to spend USD 524 billion to rebuild Ukraine.

    Obviously, this is not within the capacity of any country. We need a global project involving the world's leading economies and predictable funding.

    Therefore, it is of fundamental importance to us that russia's frozen assets are used to rebuild Ukraine. This is the only way to achieve justice and prevent future aggressions.

    Today the Government adopts a number of important decisions to ensure our resilience.

    The first decision is we extend the reservation of employees until March 31. Thus, enterprises will have time to confirm their critical status in accordance with the updated criteria, as well as to reserve their staff. Due to the russian large-scale cyberattack on our registers, certain time was lost, and we are giving an opportunity to catch up with it.

    The second decision is, as we have promised, we hold pension indexations from March 1. This is the third indexation during a full-scale war, and this is one of our tools to support the least protected citizens.

    The next month pensions for more than 10 million citizens will increase by 11.5%. The minimum pension increase will be at least UAH 100, and for a fair distribution of financial resources, the maximum indexation amount is up to UAH 1,500.

    The third decision is we regulate the issue of discounts in pharmacies for drugs for patients with chronic diseases as well as individual programs for access to medicines. From March 1, new rules for regulating the pharmaceutical market will come into force in Ukraine, which, in particular, limit marketing payments to pharmacies. However, in Ukraine, there is a practice where many patient support programs work precisely through marketing payment mechanisms. Therefore, after a dialogue with drug manufacturers, we are adjusting Government decisions in such a way as to preserve these patient support programs.

    We thank all Ukrainians for their unity and determination to safeguard our common future.
