
Government of Ukraine and international partners presented a report on the damages inflicted on Ukraine by the russian federation during nearly 3 years of full-scale war
Today, on 25 February, the Government of Ukraine, the World Bank Group, the European Commission and the United Nations presented the Fourth Ukraine Rapid Damage and Needs Assessment (RDNA4).
The report presents an overview of Ukraine's damage caused by russia's war between 24 February 2022 and 31 December 2024. The report provides an assessment of the country's short-, medium- and long-term reconstruction and recovery needs.
The Ukrainian side was represented in the presentation by the Prime MinisterDenys Shmyhal, Minister of Finance Sergii Marchenko, First Deputy Prime Minister – Minister of Economy Yuliia Svyrydenko, Deputy Prime Minister for Restoration- Minister for Development of Communities and Territories Oleksii Kuleba.
As of 31 December 2023, the reconstruction and recovery needs over the next 10 years will amount to almost USD 524 billion. For 2024, this amount increased by 8%, from USD 486 billion at the end of 2023. Direct damages have reached almost USD 176 billion.
The priority recovery needs in 2025 amount to USD 17.3 billion, of which USD 7.4 billion has already been covered by the State Budget and donor support.
The priority sectors for funding rapid recovery are: housing, energy, social and critical infrastructure, transport, social protection, and others.
"Three years of russia's full-scale invasion of Ukraine have caused significant damage to our country. The Government of Ukraine and international partners are working hard to take steps toward recovery. At the same time, while the full-scale war continues, all internal resources are being directed toward financing the security and defense sector. This is the top priority of the State Budget. To ensure the necessary funding for rapid recovery, support from international partners is crucial, as well as attracting investments from the private sector," commented Serhii Marchenko during the discussion panel.
Background information
In February 2024, the third joint report of the Government of Ukraine, the World Bank, the European Commission, and the United Nations Rapid Damage and Needs Assessment for Ukraine was released. It provided the estimates of Ukraine's damages between 24 February 2022 and 31 December 2023.
