
Statement by Prime Minister Denys Shmyhal at Government session
Dear colleagues! Fellow Ukrainians!
We are starting a regular meeting of the Government.
Long before the outbreak of the full-scale war, we launched our deregulation policy and have accelerated it as much as possible in recent years.
As of today, we have cancelled more than 1,900 regulatory acts in various areas. A significant part of the licensing processes has been digitised. It is now possible to obtain a permit in a matter of minutes.
But we are not stopping there, and today we are approving two draft laws that scale up deregulation.
The first draft law cancels 63 permits and approvals in the fields of medicine, environment, water and forestry, agriculture, energy, foreign economic activity, education and culture.
The second draft law amends the Code of Administrative Offences and removes liability for the absence of the permits that we will cancel with the first draft law.
We hope that the Verkhovna Rada will adopt these legislative acts as soon as possible.
Together we will make an important step towards Ukrainian business.

Another priority of the Government is safe education for our children.
As part of the comprehensive School Offline policy, over UAH 11 billion in grants and subventions have been allocated for this year to build shelters and over UAH 2 billion for the purchase of school buses.
In 2025, together with communities, we plan to implement 185 projects to build shelters in Ukrainian schools.
Today, we are distributing another UAH 272.5 million in subventions to the budgets of twenty-one regions and the city of Kyiv.
We expect regions and communities to use these funds effectively. Our common goal is to protect every child, create a comfortable educational environment, give children space for knowledge, socialisation and development.

The state also consistently and fully fulfils its other obligations to citizens.
In four months of 2025, UAH 1.2 trillion was spent from the general fund of the state budget on priority expenditures.
Of this amount, over UAH 365 billion was spent on salaries for the military, and almost UAH 84 billion on the purchase of equipment, weapons, ammunition, and food for the Defence Forces. In total, more than 60% of all expenditures of the general fund of the state budget were spent on security and defence.
Full funding of the Defence Forces has been a constant priority of the Government since the first days of the full-scale invasion. The state fulfils all its obligations to our defenders on time and in full. This will continue to be the case.
Among civilian expenditures, the most important ones relate to the social sector. Over UAH 50 billion has been allocated for the NHSU Medical Guarantee Programme over 4 months, and almost UAH 213 billion for social payments, benefits and scholarships.
The state has allocated almost UAH 54 billion more to the local level to make our communities strong and capable.
Ukraine is grateful to its partners who help finance non-military expenditures and thus support our internal stability and the strength of our rear to fight the aggressor.
At the same time, we insist that russia pay for all its crimes. Not only through personal responsibility of the criminals, but also with money.
The International Register of Damage Caused by russian Aggression has already received more than 27,500 applications from Ukrainian citizens.
Currently, it is possible to submit such claims for ten categories of damage. In particular, for damage or destruction of real estate, bodily injury, death of relatives and friends, torture, and deprivation of liberty.
We are working to ensure that all 45 categories of the Register of Damage are open by the end of the year.
