    Distinguished colleagues! Fellow Ukrainians!

    We begin a regular meeting of the Government.

    Two years ago, the Defence Forces of Ukraine liberated the Kyiv region from russian invaders.

    It was one of the turning points in the war for our freedom. We thwarted the enemy's plans for a blitzkrieg.

    I thank our heroic soldiers for this feat. Eternal honour and memory to those who have fallen for Ukraine.

    russian barbarians had left behind ruined towns and villages. Hundreds of killed and tortured civilians. Looted homes of Ukrainians.

    There will be inevitable responsibility for every crime. Everyone will be brought to justice - from the perpetrators to those who gave criminal orders in the kremlin.

    The aggressor will also be required to pay for reconstruction. First of all, at the expense of frozen russian assets.

    It is symbolic that today the International Register of Damages starts its work in The Hague, where all Ukrainians affected by russian aggression will have an opportunity to file a claim.

    First of all, we are launching the registration of damaged or destroyed housing. Applications will be submitted through Diia, everything is as digitalised and convenient as possible.

    We predict that the Register will receive from 300,000 to 600,000 applications from victims in the housing segment alone.

    In total, up to 8 million applications are expected from all those who were affected by the war in one way or another.

    We are consistently and purposefully implementing the principle of "russia will pay" and creating a precedent for the aggressor's financial responsibility for the losses caused by it.

    At the same time, we continue to reinforce our defensive lines.

    This year, the Government has earmarked UAH 20 billion for the construction of reliable fortifications.

    Today we will allot an additional UAH 5.6 billion.

    Of this amount, UAH 1.1 billion will be allocated for the construction of fortifications in the Donetsk region, over UAH 1 billion - for the Zaporizhzhia region, UAH 1.5 billion - for the Sumy region and UAH 300 million and 400 million for the Mykolaiv and Kherson regions respectively.

    We are working 24/7. All this is necessary to enhance our defence and protect our soldiers.

    Another priority for us is to ensure the safety of people, especially children in the rear.

    In particular, it concerns the construction of reliable shelters in educational institutions.

    235 such shelters have already been equipped in schools at the expense of funds allocated to communities within the state subvention.

    This year we provide another UAH 2.5 billion. In this way, we plan to create safe conditions for offline learning for approximately about 300,000 pupils.

    The Cabinet of Ministers has provided UAH 1 billion for the construction of shelters in hospitals.

    Our goal is to guarantee the availability, safety and effectiveness of medical services for all Ukrainians.

    Our partners help us in this regard.

    Ukraine has received USD 70 million from Japan through the World Bank as part of the HEAL Ukraine Project. These are funds for reimbursement of expenses under the medical guarantee programme.

    We are grateful to our Japanese friends for their leadership in supporting Ukraine.

    We place special emphasis on the medical needs of veterans, in particular it concerns comprehensive rehabilitation.

    The Centre for Social and Psychological Rehabilitation in Borodyanka, Kyiv region, has recently been put into operation.

    It will provide psychological and social support services, help people recover and return to normal life.

    To fulfil the task of the President of Ukraine, we plan to extend this experience to the whole of Ukraine.

    One more aspect is the importance of maximising the convenience of undergoing the Medical Military Commission examination by the military. Here, in addition to digitalisation and de-bureaucratisation, inspections of commissions by the relevant ministry are ongoing.

    More than 53,000 medical expert files have already been checked. Violations have been recorded, recommendations have been provided, and each fact will receive appropriate response.

    Such inspections would become regular, and a new round would begin in April.

    Bolstering our economy remains one of our key priorities. This includes expanding logistics, export potential, and business support programmes.

    Today, Ukraine and Romania are building an extremely beneficial partnership, and we aim to constantly deepen it.

    We are to adopt a resolution that will allow us to open a new Ukrainian-Romanian border crossing point Bila Tserkva - Sighetu Marmației.

    In total, we plan to create 9 new border crossing points in the western direction and modernise 13 more.

    All this will provide greater opportunities for Ukrainian exports and accelerate our sectoral integration into the European Union.

    The issue of logistics is extremely relevant to us as the sowing campaign is currently underway in Ukraine. Almost 477,000 hectares of grain and leguminous crops have already been sown.

    The leading regions are Odesa, Mykolaiv, Ternopil, Poltava, Khmelnytsky and Vinnytsia.

    Overall, we plan to sow 5.6 million hectares of land this year. And Ukraine will definitely maintain its status as a leading food exporter and guarantor of global food security.

    I am grateful to everyone who defends Ukraine, who provides for the army, who pays taxes, creates jobs, works in the home front and strengthens our economy.
