
Statement by Prime Minister Denys Shmyhal at Government session
Dear colleagues! Fellow Ukrainians!
We are beginning another meeting of the Government.
The Government team has been working in France these past few days.
We participated in a meeting of the Organisation for Economic Co-operation and Development Council.
Ukraine is carrying out reforms under extremely difficult conditions, implementing OECD standards. We have received positive assessments of the changes that have taken place in recent years.
In particular, the Organisation for Economic Co-operation and Development’s Integrity Review noted Ukraine’s significant progress in combating corruption. According to the OECD, Ukrainians’ experience of everyday corruption has decreased from 70% to 15% in recent years.
The OECD means the best policies, increased investor confidence, and deeper integration into the global economy, so we are actively working to ensure that Ukraine becomes a member of the Organisation next year.
During our visit to Paris, we also met with French Prime Minister François Bayrou and French government ministers. We agreed to hold a joint meeting of our governments.
France is providing Ukraine with EUR 1.5 billion in export credit insurance, EUR 1.2 billion in state guarantees for business projects in Ukraine, and EUR 200 million for the reconstruction of our critical infrastructure.
We also agreed that France will allocate an additional EUR 200 million for Ukraine’s recovery and integration into the EU market.
We are grateful to the French government and the French people for their solidarity.

Today, we have several important decisions on the agenda to strengthen Ukraine.
We are making decisions for our energy security. In coordination with the International Bank for Reconstruction and Development, we will allocate part of a USD 200 million grant to reimburse Ukrenergo for funds spent on protecting electrical substations.
With the support of our partners, we will also boost domestic gas production. In particular, Ukrgasvydobuvannya will receive a EUR 36.4 million loan from the EBRD. These funds will be used to purchase new mobile drilling rigs.
We are doing everything to ensure we are prepared for the upcoming heating season and can provide people with light and heat this winter

As part of the comprehensive Made in Ukraine policy, we are continuing to expand the network of industrial parks. Today, we are registering another such industrial site in Khmelnytskyi. Its plans include establishing agricultural processing and creating at least 350 jobs.
We already have about a hundred industrial parks, 38 of which have been created over the past year and a half.
The state is providing financial resources to develop infrastructure in these locations. Last year, we allocated over UAH 925 million, and this year, UAH 500 million has been earmarked in the state budget.
Currently, 25 factories are being built or have been built in industrial parks, over 100,000 square metres of industrial real estate has been constructed, and about 200 MW of electrical power is available.
Another element of the Made in Ukraine policy is the affordable “5-7-9” loans.
Since the start of the full-scale war, entrepreneurs have received over UAH 313 billion in loans. Thanks to preferential loans, businesses are making investments, financing working capital, establishing processing operations, and restoring damaged facilities. This adds momentum to our economy and helps us withstand the challenges of wartime.
The National Cashback programme and compensation for the cost of Ukrainian industrial equipment create stable demand for domestic products.
Today, we are allocating UAH 2.4 billion from the state budget reserve fund for national cashback payments and UAH 200 million for compensation programme payments.
We are creating incentives to buy Ukrainian. We expect that in 2025, the share of domestic equipment on the internal market will increase by 5%, and production of up to 80 new types of equipment will be launched.
