Distinguished colleagues, fellow Ukrainians.
The Government's key priority remains the restoration of the power system, its resilience and preparation for winter.
We pay special attention to Kharkiv region and Kharkiv city. The city budget envisages UAH 2 billion to prepare for the heating season.
Today, the Government earmarks an additional UAH 2.5 billion for Kharkiv and Kharkiv region. These funds will be used to restore the region's and the city's power system, install cogeneration units, modular boilers and gas generators.
In other words, these are funds to ensure that Kharkiv residents have electricity and heating in winter.
At the central level, we continue to take active steps to decentralise the energy system. This plan is based on two principles.
The first is the availability of energy equipment for individuals, condominiums, communities and businesses.
The second is to simplify the connection and operation of this energy equipment.
This week, the NBU, in cooperation with the Government, has taken several important steps to increase the ability of banks to lend to energy recovery and decentralisation projects. The new regulations will make loans for energy equipment more affordable for Ukrainian families and small and medium-sized businesses. For example, the interest rate is 13.5%, and the collateral is only the equipment to be purchased.
We are providing an opportunity for people and businesses to install solar panels, energy storage and cogeneration units. In this way, they will generate electricity for themselves and help our country survive the battle for light and heat.
All these steps and programmes of the Government to rebuild the energy sector are backed by our international partners.

The third Ukraine Recovery Conference has come to an end in Berlin. Our team, led by President Volodymyr Zelenskyy, achieved very practical results. In total, more than 100 international agreements were signed. These include projects in the energy sector, defence industry, rebuilding social and critical infrastructure, and economic recovery. Their estimated value, according to the German side, is about EUR 16 billion. Let's start with the energy sector:
The United States will provide USD 824 million to support Ukraine's energy infrastructure.
We have signed an agreement with Germany for EUR 30 million to improve the reliability of our energy system.
The World Bank will provide an additional USD 47 million grant to be used to purchase thermal equipment for Kharkiv.
The EU will provide an additional 1,000 generators and solar panels. This is in support of our efforts to decentralise the energy system.
Memorandums have been signed with many leading companies on decentralised electricity production, increasing the use of renewable energy sources, introducing energy-efficient technologies, building smart grids and restoring hydroelectric power plants.
In the area of finance and economy:
We convened a meeting of the Multi-Agency Donor Coordination Platform for the first time at the ministerial level. I told the finance ministers of our partner countries about Ukraine's needs and our challenges. We have excellent coordination.
By the end of June, Ukraine will receive another EUR 1.9 billion in budgetary funding from the EU.
The United States, together with Ukraine, is working on the allocation of USD 7.8 billion in budget support, as well as USD 1.5 billion for economic recovery.
With the EU, we inked the first guarantee agreements worth EUR 1.4 billion under the investment component of the Ukraine Facility programme.
We launched the SME Resilience Alliance for Ukraine. This is a commitment to support our SMEs worth over EUR 7 billion.
Together with our partners, we launched the Skills Alliance. The aim of this initiative is to provide retraining opportunities for tens of thousands of Ukrainians. The planned budget is EUR 700 million over three years.
The U.S. DFC has announced funding for risk insurance worth USD 350 million. This will bring more foreign investment into our economy.
Ukraine will receive a USD 230 million grant from the International Bank for Reconstruction and Development to improve sea and rail connections.
The world's leading companies and business associations from the U.S., EU, Canada, UK, and Norway have set up a Business Advisory Council to increase investment in our country.
Apart from energy, finance and economy, we also had many other agreements and projects:
Over EUR 185 million has been allocated for the restoration and development of healthcare. An agreement was signed between Ukraine and the Council of Europe Development Bank for EUR 100 million.
We also signed an agreement with the EIB for EUR 100 million to modernise social services and rebuild critical infrastructure.
We continue to attract funding from our partners to rebuild Ukrainians' homes. An agreement for EUR 100 million was signed with the Council of Europe Development Bank to continue the Government's eVidnovlennia programme.
In total, agreements worth almost EUR 260 million have been signed for the reconstruction of destroyed housing.

Another component is the security and strengthening of our air defence.
Germany, the Netherlands, the United States, Norway, Denmark, Italy, Estonia and our other allies are providing new systems, radars, missiles to help us defend our skies, our cities and everything we are currently restoring together.
Ukroboronprom and Rheinmetall opened the first armoured vehicle repair shop in Ukraine. The next step is to repair tanks in Ukraine. And the localisation of Lynx armoured vehicles production.
