    Dear colleagues! Fellow Ukrainians!

    We are starting a regular meeting of the Government.

    The main challenge today is security and defence. The second is the state of the energy sector. We are now working in an emergency mode.

    The situation is difficult. As a result of russian shelling, we have lost 8 GW of power.

    Due to a significant deficit, we continue to import record volumes of electricity from Europe. However, the maximum technical capacity of imports is 1.7 GW.

    This means that imports do not allow us to cover the losses caused by russian terror. That is why Ukrenergo is forced to resort to hourly power cuts for businesses and citizens.

    President of Ukraine Volodymyr Zelenskyy has set clear tasks for the Government, local authorities and energy companies.

    The first is to continue the intensive restoration of generation and distribution networks.

    The second is to save energy as much as possible.

    The third is to establish communication with the public.

    The conscious position of every consumer is extremely important now.

    I am grateful to everyone who saves electricity to keep the lights on.

    It is also essential that the schedules of power outages are rational, fair and uniform.

    The Ministry of Energy and Ukrenergo have been instructed to draft a government resolution on fair schedules of consumer outages.

    This document should also include a list of critical facilities for the state that require priority power supply and the order of distribution of maximum power to other consumers not included in the list of critical facilities.

    At the same time, we continue to provide critical infrastructure with alternative means of generation.

    Special attention is being paid to ensuring autonomous power supply to educational institutions. This is especially true for vocational education, where it is important to continue offline training. We currently have 1,417 generators serving 606 vocational schools.

    The task of the Ministry of Education and Science and local authorities is to provide the necessary resources to operate these generators.

    Energy is the number one priority of the early recovery programme.

    Another important priority is the reconstruction of housing for Ukrainian families. The key role here is played by the eVidnovlennia programme, which has been successfully implemented for a year now.

    Over this time, more than 57,000 Ukrainians have benefited from the programme, receiving more than UAH 11 billion from the state.

    Of this amount, UAH 5.8 billion was allocated for repairs and another UAH 5.6 billion for the purchase of property through a housing certificate. So far, 2,800 families have bought homes this way.

    Today, the Government is allocating more than UAH 428 million from the Fund for Elimination of the Consequences of Armed Aggression to continue the implementation of the eVidnovlennia programme.

    These funds will be used to compensate citizens for the cost of repairs in their homes affected by the war.

    I am grateful to all those who are defending Ukraine. I am grateful to all those who are restoring, teaching, treating, maintaining critical infrastructure and strengthening the economy.
