    The joint priorities of the central government, regions and communities are to complete winter preparations, start and successfully complete the heating season, restore infrastructure, housing, social and critical facilities, and ensure the social component.

    This was emphasized by Prime Minister Denys Shmyhal during a meeting of the Presidium of the Congress of Local and Regional Authorities under the President of Ukraine, chaired by the Head of the Presidential Office Andriy Yermak. The meeting was devoted to the situation in Sumy and Chernihiv regions.

    In the context of preparations for the heating season, the Prime Minister emphasized that russia planned to resume massive energy terror after the temperature drops significantly.

    "Therefore, we are gearing up for the winter, taking into account all security factors. We have absolutely sufficient stocks in storage facilities: more than 15.5 billion cubic meters of gas and 1.3 million tonnes of coal. We are deploying a network of Invincibility Points. We have 330 of them in Chernihiv region and 541 in Sumy region. It is important to ensure availability of light, heat and communication services for all people," Denys Shmyhal said, adding that the Government is working with the Ministry of Digital Transformation to digitize data on the Points of Invincibility and shelters for the Diia app.

    According to the Head of Government, the RMAs report a high level of readiness for the heating season: 99.5% in Chernihiv region and 99.1% in Sumy region. Meanwhile, there are systemic issues that need to be addressed urgently.

    Denys Shmyhal also said that UAH 62.3 billion had been allocated from the Fund for Elimination of the Consequences of Armed Aggression for various recovery programs. Almost UAH 1.7 billion of this amount is earmarked for Sumy region and UAH 673 million for Chernihiv region.

    "We are moving forward with five clear priorities in the recovery. Restoration of energy, housing, critical and social infrastructure, demining, and assistance to business," the Prime Minister said.

    Separately, the Head of Government noted that local budgets received substantial assistance from the state. As of September 1, the balances amounted to almost UAH 203 billion. According to him, this guarantees the full financial capacity of hromadas.

    "In the Sumy region, the general fund of local budgets received UAH 7.9 billion in January-September, which is +22.5% compared to last year. In particular, more than UAH 2 billion of personal income tax from military personnel. Fund balances amount to UAH 4.5 billion. In the Chernihiv region, the general fund of local budgets received UAH 8.2 billion in January-September, which is +34% compared to last year. The fund balances amount to UAH 5.1 billion, which generally ensures the capacity in these regions," said Denys Shmyhal.

    The Prime Minister emphasized that the Government insisted on a clear prioritization of expenditures: security and defense, social assistance, healthcare, education, critical infrastructure, and rapid recovery.
