Prime Minister: Key tasks of the Ukraine Donor Platform are resource mobilisation, recovery and implementation of reforms

Mobilising resources, rebuilding Ukraine and implementing reforms are the key tasks of the Ukraine Donor Platform. This was stated by Prime Minister Denys Shmyhal during the 11th meeting of the Platform’s Steering Committee.

In particular, in terms of mobilising resources for budgetary support for Ukraine in times of war, the Head of Government focused on two issues: external budgetary support for 2025 in the amount of USD 38.4 billion and the provision of USD 50 billion to Ukraine from the use of frozen russian assets.

“It is extremely important that the funds from frozen russian assets start coming to Ukraine by the end of this year to ensure macroeconomic stability. It is also important that they are unconditional for Ukraine and do not create a debt burden for the budget,” the Prime Minister stressed.

According to Denys Shmyhal, USD 50 billion in proceeds from frozen russian assets is an important resource for ensuring macro-financial stability and meeting the needs of Ukrainians.

“The second important task is to restore Ukraine. The Government’s priorities are energy, the rebuilding of housing and critical infrastructure, humanitarian demining and support for the private sector,” the Prime Minister stressed.

According to the Head of Government, the most important projects will now be identified through the Strategic Investment Council as part of a single portfolio of public investment projects. They will be implemented through the DREAM digital ecosystem.

“On the eve of a difficult winter, we have a number of the most urgent needs and urgent tasks. These are projects to provide drinking water to the population of the southern regions of Ukraine, restore housing destroyed or damaged as a result of russian aggression, ensure energy and heat supply during the heating season, and provide the 2nd and 3rd levels of engineering protection of critical infrastructure in the energy sector,” said Denys Shmyhal.

The Prime Minister also stressed the importance of starting work on the fourth Rapid Damage and Needs Assessment (RDNA 4).

Another key task, according to Denys Shmyhal, is the implementation of reforms. Ukraine is fulfilling all its commitments.

“At the same time, it is extremely important that all reforms, conditions and recommendations of our partners are subordinated to Ukraine’s European integration, macroeconomic stability and economic development,” the Prime Minister said.

In his speech, the Prime Minister stressed that one of the important areas of work within the Platform was to strengthen coordination and relocate its secretariat to Kyiv. According to him, this will increase the effectiveness of cooperation and help achieve the goals set.

Denys Shmyhal thanked all the member countries and organisations that had joined the Ukraine Donor Platform. Today, the Platform has 23 countries as permanent and temporary members and observers, and 7 international financial institutions.
