Draft 2027 State Budget provides funding for all social commitments

Under the draft State Budget for 2027, general fund spending on the social sphere within the Ministry of Social Policy's remit rises to UAH 540.3 billion — UAH 72.6 billion more than in 2026.

The draft budget, approved by the Government, has been submitted to the Verkhovna Rada. It provides for the funding of pensions, subsidies and other guaranteed payments, and increases the resources available to support families with children, people with disabilities, internally displaced persons (IDPs) and low-income households, as well as to develop social services.

"At a time when most of the state's resources are going to defence, keeping social programmes in place — and strengthening some of them — was no easy task. This took a great deal of joint work by the Ministry of Social Policy and the Ministry of Finance, difficult calculations and a search for opportunities within a very tight budget," said Denys Uliutin, Minister of Social Policy, Family and Unity of Ukraine.

The Minister stressed that the social budget remains balanced and allows the state to meet all of its social commitments in full. People who need support will receive it.

Pensions, benefits and subsidies will be funded in full. The transfer to the Pension Fund will amount to UAH 292.8 billion, UAH 41.5 billion more than in the 2026 budget. A further UAH 42.3 billion will go to subsidies, and UAH 6.5 billion to social support for specific groups: those affected by the Chornobyl disaster, war veterans, people harmed as a result of the war, and family members of the fallen.

One clear priority of the budget is support for families from a child's birth until they start school. More than UAH 38 billion has been earmarked for these programmes.

Funding for family-based care will total UAH 7.8 billion. Another UAH 1.7 billion is set aside for children's health and recreation programmes, and UAH 0.8 billion for housing for family-type children's homes.

Support for people with disabilities is being strengthened. State assistance for people with disabilities since childhood will increase 2.4-fold, to UAH 29.6 billion. Funding for assistive rehabilitation devices and high-functionality prosthetics will rise to UAH 11.5 billion.

UAH 23.3 billion is provided for supporting children with disabilities and their social integration.

UAH 2.7 billion is allocated to developing social services, including UAH 1.8 billion to keep the network of Resilience Centres running in communities and to expand it.

For IDPs, the draft budget retains the monthly living allowance and broadens housing and social programmes. Total funding comes to UAH 46.8 billion. Communities will also receive UAH 1.5 billion in subventions to build up housing stock in rural areas for evacuees and IDPs.

The 2027 budget allocates UAH 31.9 billion to support low-income households, including UAH 9.2 billion for Basic Social Assistance.

A further UAH 0.2 billion will fund information policy on national unity and efforts to encourage Ukrainians abroad to return home.
